<br />~ <br />..... <br />Cfj <br />""'=' <br />u <br />u <br /> <br />3H7 <br /> <br />The roll <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />call vote was as follows: <br />Councilmen Beratlis, Rega, <br />Councilman Reid <br />None <br /> <br />Spiliotopoulos and Mayor Gerton <br /> <br />Detailed City Council review of the Preliminary Tentative Map and Tentative Develop- <br />ment Plan for that area known as the southerly side of Hopyard Road, east of Trac! <br />3048. containin~ 16 acres, more or less <br />Councilman Rega initiated discussion regarding on and off-street parking by <br />citing excerpts from both a memorandum from the Planning Department to MacKay and <br />Somps Engineers, dated July 31. 1969, and the Planning Commission report, dated <br />October 22. 1969. Councilman Rega asked Mr. Castro for clarification on the <br />number of parking spaces for on-street and guest parking for this development. <br />Mr. Castro stated that this tract contained 45 spaces for guest parking and 71 <br />spaces can be provided for on-street parking and this amount, with the 234 unit <br />parking spaces, will total 350 spaces. and will provide 2.9 parking spaces per <br />unit. <br />Discussion ensued regarding on-street parking. Mr. Fales explained that the <br />streets within this development were private streets and did not constitute the <br />on-street parking concept. <br />Councilman Rega stated that this concept is much better than achieving higher <br />density using apartments and since it does comply with the City's General plan he <br />is in favor of the concept. <br />He went on to say that several other factors must be considered to assure a <br />balanced community for both the short and long range of Pleasanton's development. <br />The General Plan does not include a timing dimension or mention the rate of <br />growth. For this reason, Councilmen must take into consideration the impact on <br />the community in terms of when a development occurs. <br />He stated that because of present environmental conditions and because rezon- <br />ing to a higher density contributes to rapid growth, this proposal would adversely <br />effect smog conditions; can possibly contribute to a serious shortage of class- <br />room space for schools if the school bond election on December 16th and the State <br />election in June. 1970, to authorize higher interest rates should fail; and it <br />iMpairs the City's financial ability to cope with operational requirements to hire <br />sufficient employees, or make ade~late capital expenditures in a timely fashion to <br />keep pace with rapid growth. <br />He said he believed it would be more appropriate to consider this zoning re- <br />quest in one or two years. <br />Councilman Spiliotopoulos reported that he had visited a development of this <br />type located in the Los Angeles area and was very impressed with this concept. <br />He also pointed out that the private streets within the tract would be maintained <br />by the property owners and would. therefore, pose no improvement or maintenance <br />costs for the City of Pleasanton. <br />Councilman Reid stated that he felt this townhouse design concept was a very <br />imaginative proposal and one of the best land use concepts that has been presented <br />to the Council in years. <br />Councilman Beratlis stated that he was in favor of the private streets concept, <br />and also felt that it was a good land use for this property. <br />After continued discussion. it was moved by Councilman Spiliotopoulos and <br />seconded by Councilman Beratlis that Resolution No. 69-280, approving the Pre- <br />liminary Tentative Map and Tentative Development plan for Tract No. 3158. located <br />in that area known as the southerly side of Hopyard Road, east of Tract No. 3048, <br />containing approximately 16 acres. be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Reid. Spiliotopoulos and Mayor Gerton <br />NOES: Counci 1man Rega <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br />There were no special reports presented at this meeting. <br /> <br />gg,PORTS OF BOARDS AND COMMISSIONS <br />Report of the Recreation and Park COmmission Re: Approval of cost estimates and <br />schematic plans for first phase development of Muirwood Park <br />Mr. Fales reviewed the report of the Recreation and Park Commission, dated <br />November 26. 1969, which stated that that Commission had adopted Resolution No. <br />R-69-l9 on November 20, 1969, which recommended approval of the preliminary cost <br />estimates and schematic plans for Muirwood Park as presented by Royston, Hanamoto. <br />Beck and Abey, Landscape Architects, in the amount of $98,175.00, which includes <br />four tennis courts, childrens play area and the turfing of the athletic field area. <br /> <br />2. <br />
