Mr. Fales explained that Mrs. Bernice Oak- <br />ley, Abbie 4-H Club leader, had advised him that the Club has proposed to clear <br />the debris and plant native California flowers and shrubs. install benches. and <br />create small picnic spots on this property, as one of its "community improvement" <br />projects. <br />It was moved by Mayor Gerton and seconded by Councilman Rega that Mr.Amaral's <br />request for a month's continuance on the subject public hearing be granted and <br />that the City Manager be instructed to write to Mr. Amaral advising him that there <br />will be no further continuances and the property must be cleared by December 8, <br />1969. <br />The roll <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />call vote was as follows; <br />Councilmen Beratlis, Rega. <br />None <br />None <br /> <br />Reid, Spiliotopoulos and Mayor Gerton <br /> <br />MATTERS CONTINUED FOR DECISION <br />There were no matters continued for decision. <br /> <br />SPECIAL REPORTS <br />There were no special reports presented at this meeting. <br /> <br />!!FORTS OF BClI\RDS AND COMMISSIONS <br />There were no reports of Boards and Commissions other than those included with <br />the Consent Calendar. <br /> <br />.B.EPORTS OF THE CITY MANAGE~ <br />Report Re: Permission to testify beforuta..t~.J.egi.slativ~ J::ommi~~~~.~L Re: Utilitx. <br />User Taxes for General Law Cities <br />Mr. Fales reviewed his report and requested permission to testify before the <br />State Legislative Committees regarding the above issue. <br />It was moved by Councilman Spiliotopoulos and seconded by Councilman Reid that <br />the City Manager be granted permission to testify before the State Legislative <br />Committees regarding Utility User Taxes for General Law Cities. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid. Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br />Mr. Fales read a letter from Dr. Donald E. Watson, Clean Air Coordinating <br />Committee Chairman, dated October 22, 1969, requesting Council action supporting <br />clean air. <br />Mayor Gerton requested that the information regarding this issue be forwarded <br />to the City Council for review and the matter be placed on the agenda for November <br />17, 1969. <br /> <br />Mr. Fales reviewed the letters from Mr. B. R. Stokes, General Manager of the <br />Bay Area Rapid Transit District, and from Mr. William Parness, City Manager, <br />Livermore,regarding the need of a supplementary study of an intra-Valley transit <br />system. Mr. Fales stated that the cost of such a study would be approximately <br />$7.500.00. and this could be proportioned on the basis of current estimated popu- <br />lation of Valley COlmDunity Services, the City of Livermore, and the City of <br />Pleasanton. Mr. Parness also advised that the City of Livermore had formally <br />approved such a study providing the City of pleasanton and V.C.S.D. also approves <br />this study. <br /> <br />4. <br />
