<br />16J <br /> <br />~ <br />~ <br />00 <br />'"":) <br />u <br />u <br /> <br />We have had individual racial problems in Pleasanton and without doubt as a <br />growing City, we will not be able to avoid some in the future. <br />The question we have is how can we most effectively prepare for the future to <br />minimize the potential of human problems becoming more significant problems of our <br />community? <br />We appointed a committee to seek the answer to this question. I respect the <br />committee and their recommendations that a community concern committee be formed <br />in Pleasanton. <br />I must also consider other alternatives before reaching a conclusion. Two that <br />have occured to me are: <br />1. A human relations committee composed of only councilmen or citizens. <br />but in either case. people who are elected and responsible to the <br />citizens of this community. (Redwood City) <br />2. That the City hire a social scientist who is educated to be an expert <br />at handling all types of human problems. <br />Frankly, 1 favor the latter, for it seems to me that an individual as a trained <br />S'~"p-ert and working on human problems as a full-time occupation could be most effec- <br />tive in dealing with them. This individual would not be hampered with many of the <br />Gifficulties that the proposed nine man committee meeting publicly on a monthly <br />basis are likely to have. He could keep in close contact with the church and <br />school leaders as well as all branches of City government. He would have the <br />benefit of the Cities legal staff and other expertise presently employed by the <br />City and he will be considerably more available to the individual who has a pro- <br />blem. He will be able to handle problems informally and assure a greater degree <br />of privacy and individual attention to each. <br />Only problems that cannot be resolved on an informal basis will receive public <br />attention and the attendent embarrassment to individuals involved. They could be <br />referred to the to the Mayor for his deliberation before consequent City Council <br />at!~entio"Q.1I <br /> <br />Attorney Joe Schwab urged the Council to establish a Community Concerns Com- <br />m~.ttee and that Committee should solve the problem of overlapping authority. Mr. <br />S~hwab also suggested that this Committee could solve the problem that inept <br />roverty agencies have not been able to do. <br />Mr. Jack Bras indicated that this entire matter be carefully considered and <br />in"depth study be made before the Council takes any action. <br />Messrs. Bill Hogan. Brad Hirst, Bill Amis, Paul Loretz, Reverent Darling. and <br />I .:-~.
