<br />149 <br /> <br />~ <br />~ <br />00 <br />~ <br />u <br />(..) <br /> <br />Mr. Edgar reviewed the letter of Mrs. Nancy Wood~rd and Mr. Fales' answer re- <br />garding the financial problem in constructing tennis courts until 1971-72, how- <br />ever, there was no objection to installing the rock base in lieu of the turf, at <br />this time. providing this change is approved by the City Council and the Recrea- <br />tion and Park Commission. <br />Mr. Gary Patton stated that several members of the Recreation and Park Com- <br />mission felt that the rock base foundation installed at this time would leave <br />this area unfinished and this would be objectionable. <br />Mr. Oakes announced that since he had been approached by Nancy Woodard, <br />Margaret Munninger, Barbara Jackson and Marie Huston, who convinced him of the <br />need for tennis courts in the Park, offered to complete the tennis courts at a <br />cost of $7,500.00, provided that the City would reimburse him in 1971-72. <br />After some discussion, it was moved by Councilman Spiliotopoulos and seconded <br />by Councilman Rega that Resolution No. 69-195, accepting Mr. Oakes proposal to <br />construct double tennis courts in the Fairlands Park (T) for $7,500.00, without <br />interest, which is to be reimbursed to Mr. Oakes from the Capital Improvement <br />Budget in 1971-72, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />The City Council thanked Mr. Oakes for this gesture. <br /> <br />REPORTS OF THE CITY MANAGER <br />Adoption of 1969-70 Tax Rate <br />Mr. Edgar summarized his report regarding this matter,dated August 18, 1969. <br />He stated that the final tax roll had been received from Alameda County and re- <br />commended that the tax rate be reduced to $1.23 for Tax District No. 1 and to <br />$1.21 for Tax District No.2. He indicated that this would be a 6~ reduction <br />from the 1968-69 tax rate. Mr. Edgar stated that this reduction was possible <br />due to a 68% increase in the assessed valuation. Mr. Edgar also advised the <br />Council that he had allowed for flexibility in the ability to finance emergency <br />projects that may arise and for the large number of appeals that have not yet <br />been finalized by the County Assessor. <br />Mr. Donald Sooby, representing the Pleasanton City Employees Association, <br />requested that the tax rate not be reduced and part of the money be used to <br />raise some of the employees salaries who are working at a lower wage than com- <br />parable positions in Alameda County. <br />After considerable discussion regarding salary increases, Mayor Gerton stated <br />that he felt that perhaps the taxes should be reduced only 3~ to allow sufficient <br />flexibility. <br />It was moved by Councilman Spiliotopoulos and seconded by Councilman Reid <br />that Resolution No. 69-196, setting the tax rate for Tax District No.1 at $1.23 <br />and the tax rate for Tax District No. 2 at $1.21 for 1969-70, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos <br />NOES: Mayor Gerton <br />ABSENT: None <br /> <br />ProRress Report Re: Peters Ave. between St. Marv and Division Streets; Construc- <br />tion of temporary off-street parking <br />Mr. Campbell reviewed his report regarding this matter, dated August 12, 1969, <br />and recommended that the staff be authorized to proceed with the work on Peters <br />Avenue and to advertize for bids. <br />It was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis <br />that Resolution No. 69-197, authorizing the staff to proceed with the work on <br />Peters Avenue and to advertize for bids, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />Rep'ort Re: Request of Costanzo-Wilson Dev. Co., for refund of Park Dedication <br />Payment <br />Mr. Edgar reviewed the letter from Mr. Ted Fairfield, Engineer for Costanzo- <br />Wil~on Development Company, requesting a refund of $6,060.00 in park dedication <br />fe~s which were collected due to an interpretation that park dedication obliga- <br />tions in this case would be on the basis of net rather than gross acreage. <br /> <br />3. <br />
