Mr. Edgar displayed the map of the subject area. Mr. Fales reported that the Planning Commission, at their meeting on June 25th, considered both the final development plans and the zoning as per the requirements of the P.U.D. District. Mr. Fales also reported that the Planning Commission recommended that the zoning be approved subject to 17 conditions. Mr. Fales reviewed some of the con- ditions as listed in Resolution No. 924 of the Planning Commission, as was re- ~ quested by Councilman Rega. ~ Mr. Jim Gilman, representing D&V Builders, was asked if the final selling price ~ of these homes had been determined. He answered that they intend to sell the two ~ bedroom homes at $20,000, and the three bedrooms at $23,500. Councilman Rega asked .~.~ him to relate these prices to the earnings of the prospective buyer and was in- formed by Mr. Gilman that the $20,000 home could be purchased by someone earning about 89,000 annually. Councilman Rega asked if the price range of these units had been considered by the Planning Commission as a condition. Mr. Fales explained that the Planning Commission fully understands what the Council's intent is on the price of theseshomes but could not establish a specific condition regarding price levels as costs of construction could keep rising over the time it takes to construct these homes. Being that the Director of Planning was absent at this meeting, Mr. Fales stated that he would contact him later to ascertain exactly what the Planning Commission comments were in trying to formally impose on the subdivider. There being no public protest, it was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that the public hearing be closed. The roll call vote was as follows: A~'ES: Councilmen Beratlis, Rega, Spiliotopoulos and Mayor Gerton NOES: None ABSENT: Councilman Reid It was moved by Councilman Betaills and seconded by Councilman Spiliotopoulos that Ordinance No. 565, amending Ordinance No. 520 and an existing Planned Unit Development in order to apply final zoning to allow construction of single-family homes as noted under preliminary development plans labeled "Garden Court Homes", to be located in an R-2 District generally situated easterly of Hopyard Road and northerly of Black Avenue, be introduced. The roll call vote was as follows: AYES: Councilmen Betaills, Spiliotopoulos and Mayor Gerton NOES: Councilman Rega ~BSENT: Councilman Reid Councilman Rega stated that he voted against this matter because no additional facts have been presented to convince him that the type of this development was necessarily in keeping with the neighboring developments and be isnt satisfied ' that these units will be able to be purchased by the $6,000Vper year income group. It was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that Resolution No. 69-178, approving the Final Development Plans of the Gorden Court Homes, be adopted.
