Mr. Fales also reported that Senator Danielson of Los Angeles County had a <br />legislature bill before the Senate Committee which, if passed, would transfer the <br />franchise to the State Public Works and suggested that the Council refrain from <br />acting on the TV rate increase until after Wednesday, July 16, 1969, at which time <br />a public hearing in Sacramento will be held. Mr. Fales stated that he and Mr. <br />Hirst will report further on this matter, after the forthcoming hearing. <br /> It was moved by Councilman Rega and seconded by Councilman Beratlis to <br />continue the TV rate increase discussion on July 21, 1969. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis and Rega <br />NOES: Councilmen Reid, Spiliotopoulos and Mayor Getton <br />ABSENT: None <br /> <br /> Mr. Ketth Fraser, Attorney for CATV, stated that he had no objection to <br />waiting, but it would be a long period, if the bill is passed, before it would <br />become a law. <br /> Mr. John Goddard, CATV Area Manager, stated that all of the complaints re- <br />ported at the City Council Meeting of May 5th have been corrected. <br /> Mr. Fraser stated that CATV agrees with all of the recommendations excepting <br />the 5% City franchise payment. <br /> Mayor Gerton presented Mr. Goddard with a letter of complaint and protest from <br />Mrs. Richard Barchly, 504 Hillcrest Way. <br /> It was moved by Councilman Reid and seconded by Councilman Beratlis to continue <br />this matter until July 21, 1969. <br />The roll call vote was as follows: <br />AYES: Councilman Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br /> In view of several more complaints received, it was moved by Councilman Rega <br />and seconded by Councilman Reid that the public hearing held on the CATV rate <br />increase be re-opened on July 21, 1969. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY M~NAGER <br />ReDoft of the Director of Public Works Re: Division Street Traffic-Main Street to <br />Railroad Avenue <br /> Mr. Fales reviewed the report of the Director of Public Works, dated June 12, <br />1969, and concurred with his recommendation that Division Street be designated as <br />a one-way street for westerly traffic from Railroad Avenue to Main Street with <br />parking on the north side only. <br /> Councilman Beratlis stated that he had been contacted by the owner of the <br />Laundry and Cleaning facility located on the corner of Main and Division Streets <br />who suggested that parking be permitted on the southerly side of Division to <br />avoid the driver from opening the door of the car into the traffic. Councilman <br />Beratlis also stated that this proprietor had a commercial loading zone on the <br />southerly side of Division Street that was essential to his business. <br /> Mr. Campbell was instructed to discuss the parking situation with the property <br />owners on this street and to make a final report in two weeks. <br /> <br />Establishment of an Informational Patrol Ride ProRram <br /> Mr. Fales reviewed the Police Department Patrol Ride program and recommended <br />approval as outlined by the Chief of Police. <br /> It was moved by Councilman Rega and seconded by Councilman Beratlis, that <br />Resolution No. 69-170, approving and establishing the Police Department Patrol <br />Ride Program, be adopted. <br />The roll call vote was .~s follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br /> <br />
