<br /> Mr. Fales reported that he had received a letter from Mr. Ted Fairfield,
<br />MacKay and Somps, representing Dr. Howard Long, the o~nler and subdivider of this
<br />property, requesting that this public hearing be continued until December 8, 1969,
<br />in order to await a better financial condition in the bond market.
<br /> It was moved by Councilman Beratlis and seconded by Councilman Spiliotopoulos
<br />that Resolution No. 69-169, continuing the public hearing on the Engineer's report
<br />to December 8, 1969, on Assessment District No. 69-1, Longview, City of Pleasanton,
<br />be adopted.
<br />The roll call vote was as follows:

<br /> Mayor Getton declared the public hearing open.
<br /> Mr. Castro reviewed the report of the Planning Commission, dated June 12 1969,
<br />which recommended approval of the requested rezoniug.
<br /> There being no public protests, it was moved by Councilman Spiliotopoulos and
<br />seconded by Councilman Reid that the public hearing be closed.

<br />rate for all new customers from $5.00.per mo~nth to~$6.5%_per month
<br /> Mr. Fales reviewed both his report and the report of the Assistant City
<br />Manager, dated July 10, 1969. Mr. Fales concurred with the recommendations of
<br />the Assistant City Manager which were as follows:

<br />1. That the rate for cable television for all subscribers be increased from $5.00
<br /> to $6.00 beginning August 1, 1969, permitting an average rate of return over
<br /> the next four years of 5.12%.
<br />
<br />2. That the franchise payment to the City be increased from 2% to 5%, which is
<br /> the maximum allowed by State law, and which will yield an additional
<br /> $41,941.O0 over the next four years.
<br />
<br />3. That in accordance with the offer made by Tele-Vue Systems, Inc., in their
<br /> report of June 16, 1969, that the aerial installation fee of $25.00 be
<br /> eliminated.
<br />
<br />4. That during the course of the franchise period, the City and the franchisee
<br /> agree to a review of the rates every five years, and that this provision be
<br /> incorporated into the current ordinance. An integral part of such a review
<br /> would be an evaluation of the rate of return to the company over a period of
<br /> time. Inherent in Recommendation No. 1 above is the fact that we feel an
<br /> average 5.12% rate of return over a period of time is fair to the company
<br /> and its customers.
<br />
<br /> Mr. Fales stated that CATV has made a definite effort to improve their public
<br />relations with their customers but in order to improve their level of service,
<br />the additional funds incurred by the rate increase would be needed.
