Fales read his report, dated 14ay 11, 1970, regarding Fire Station No. 3, which
concluded with his recommendation that, as an alternate to deferring construction
of this Fire Station, the City Council consider construction of the station at
this time but to ~se it on an interim basis, as a teen recreation center.

It was moved by Councilmen Sptliotopoulos and seconded by Councilman Pearson that
Resolution No. 70-1~ a~arding the bid to Leitze Construction Company for
for the construction of Fire Station No. 3 and that the building be used on an
interim basis, as a teen center for recreational purposes, be adopted.

Hayor Reid asked for comments or questions regarding this matter.

Councilmen Getton expressed his concern over public pressure the Council will
receive by housing a teen center instead of the use it was intended for. He also
expressed concern over additional pressure the Council will receive when the teen
center is moved out and it becomes a Fire Station and there is no teen facility
established at that time. Councilman Certon stated that he would be in favor of
not constructinS this building until it can be used as a fire station, regardless
of the extremely low bid.

Councilman Sptliotopoulos stated that he felt the youth in Pleasanton ~ere in dire
need for a facility and that he would be willing to risk what ever pressure there
might be from the public.

Councilman Betaills cited a number of facilities within the City that were at the
disposal of the youth. He also cited a number of industries cutting back their
construction programs because of the whole economy being in a state of recession.
Councilmen Betaills also stated that with this in mind, he felt that construction
of this fire station would be in poor judesmear.
