proposed bond issue needed for this project. He suggested that a fee of $1.00 per <br />month per dwelling unit and pro-rata increases to industrial users for sewer ser- <br />vice might be possible as a means to accelerate the eventual "phase-out" of the <br />Sunol Plant. <br /> Mr. Fales indicated that the suggestions of Mr. Bigger have considerable merit. <br /> Mayor Gerton asked Mr. Fales to investigate these suggestions and prepare a report <br /> for the Council to review. <br /> Mr. Fales reviewed both the report on the proposed Sewer Connection Fee in- <br /> crease, dated March 9, 1970, and the Supplemental to that report, dated March 11, <br /> 1970. <br /> Mr. Fales stated that there was an immediate need to increase the Sewer Con- <br />nection fees to eliminate the loss the City is taking because of the increase in <br />connection fees V.C.S.D. is charging the City. Mr. Fales stated that the sugges- <br />tion of Mr. Bigger, as well as other suggestions, can be studied, but for the pre- <br />sent time he would recommend increasing the fees in order that this revenue can be <br />estimated in the 1970-71 Budget. <br /> Councilman Rega stated that he favored a flat service connection fee as used <br />by some cities over a charge by the number of bedrooms per unit. Councilman Rega <br />pointed out that, with the flat rate charged by V.C.S.D., the larger homes <br />subsidizing the smaller homes. <br /> Mayor Gerton suggested that he was in favor of charging a fee according to the <br />number of bedrooms but to increase the one and two bedroom homes to $185.00 from <br />the recommended charges of $112.00 and $171.00 sewer coonnection fees and to charge <br />$200.00, $269.00 and $318.00 for three, four and five bedroom homes. Mayor Gerton <br />indicated that the City would be receiving $10.00 over the V.C.S.D. flat charge of <br />$175.00 on one and two bedroom homes besides considerably more on larger homes, <br />that would be placed in the fund that is to be used for the phase-out program. <br /> Councilman Rega concurred with these charges. <br /> After considerable discussion on this matter, it was moved by Councilman Rega <br />and seconded by Councilman Spiliotopoulos that Ordinance No. 592, amending Ordt- <br />Dance No. 467, increasing the sewer connection fees on new dwellings to $185.00 <br />for one and two bedrooms; $220.00 for a three bedroom; $269.00 for a four bedroom; <br />$318.00 for a five bedroom home; and a flat $145.00 for each multiple dwelling <br />with one and two bedrooms, and charge the same as for houses on the three, four <br />and five bedroom multiples, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Getton <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilman Rega and seconded by Councilman Spiliotopoulos that <br />the reading of Ordinance No. 592, be waived. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br /> Councilman Keid asked the staff to arrange a Sewer Study Committee meeting <br />with V.C.S.D. as soon as possible. <br /> <br />Frgposed Increase in the Water Service Fees <br /> Mr. Fales reviewed the report of the Assistant City Manager, dated February 9, <br />1970, regarding the proposed Water Rate Increase necessitated by Zone No. 7 increase <br />in water rates to the City of Pleasanton. Mr. Fales stated he concurred with the <br />conclusions contained in this report and recommended that the basic water rate be <br />increased as follows: <br /> 1st 1,000 cu.ft. or less: <br /> a. Inside City $4.60 <br /> b. Outside City 5.10 <br /> Next 4,000 cu.ft. .15/100 cu.ft. <br /> Over 5,000 cu.ft. .12/100 cu.ft. <br /> <br /> Mr. Fales noted that an increase as shown in the above amounts would bring the <br />basic water rate back up to the rate charged prior to November, 1968, at which time <br />it was reduced $.50 per month. Mr. Fales stated that Zone No. 7 water rate sche- <br />dule has increased almost 38% and in order for the City to off-set this additional <br />cost for water, an extra cost must be charged to the water subscribers. <br /> Councilman Reid made reference to the residents of Pleasanton Gardens who are <br />en a fixed income and use far less than the minimum amount of water for the basic <br />costs. <br /> <br /> <br />
