No. 590 establishin? <br />lower Prima Facie Speed Limits on certain streets within the City <br /> Mr. Campbell stated that he had nothing further to add to his report, dated <br />March 4, 1970. <br /> Mr. Fales read a letter from Mr. David Bigger, 301Junipero Street, in which <br />Mr. Bigger suggested that the City Council consider imposing a lower speed limit <br />for trucks, similar to that used for Scare Highways. Mr. Campbell, responding to <br />Mr. Btgger's suggestion, stated that according to the State Vehicle Code, a <br />differentiation cannot be made between automobiles and trucks other than when <br />trucks are approaching a steep down-grade. <br /> City Attorney Hirst concurred with Mr. Campbell's remarks. <br /> Councilman Rega questioned this ruling by citing the fact that a loaded truck <br />traveling at the same speed as an automobile, cannot stop as quickly as the auto- <br />mobile. <br /> Councilman Spiliotopoulos stated that after having studied the situation on <br />Hopyard, Black, Valley and Santa Rita Road, he strongly recommends a 35 mile per <br />hour speed limit on Hopyard Road from the Freeway to Arroyo Mocho, and a 35 mile <br />per hour speed limit for the entire length of Santa Rita Road and Valley and Black <br />Avenues. Councilman Spiliotopoulos stated that his recommendation is based on the <br />fact that the large percentage of traffic on these streets are from residents in <br />the surrounding tracts and are used as access streets. <br /> Mr. Fales explained that the problem of reducing the speed limits might cause <br />any citations issued to be tested in Courts to determine whether or not the speed <br />limits are reasonable. Mr. Fales stated he could write to find out the difference <br />between what the City may want and what the State now says a City can do. <br /> Mr. Campbell, in response to Mayor Gerton's request, briefly explained that he <br />based the proposed speed limits set forth in the Code used by State Department of <br />Public Works for recommending speeds that are reasonably safe for tl~e surface of <br />roads. He reported that he used the traffic engineering measurements as outlined <br />in the Code and material from other traffic surveys that had been taken. <br /> After considerable discussion ensued, it was moved by Councilman Reid and <br />seconded by Councilman Beratlis that Ordinance No. 591, amending Ordinance No. 590, <br />reducing the prima facie speed of 65 miles per hour to 35 miles per hour on Valley <br />Avenue west from the west line of Tract No. 2904 to Hopyard Road; to 45 miles per <br />hour on Hopyard Road from Valley Trails Drive (north) to the north end of the Del <br />Valle Bridge on Division Street; to 50 miles per hour on Tassajara Road from High- <br />w~y 580 southerly to Santa Rita Road, and on Santa Rita Road from Tassajara Road <br />southerly to 100 feet north of Valley Avenue and to reduce the speed to 55 miles per <br />hour on Hopyard Road from Highway 580 southerly to Valley Trails Drive (north), be <br />introduced. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid and Mayor Getton <br />~OES: Councilman Spiliotopoulos <br />;~BSENT: None <br /> <br /> It was moved by Councilman Reid and seconded by Councilman Beratlis that the <br />.~eading of Ordinance No. 591, be waived. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />P~oposed Increase in Sewer Connection Fees <br /> Mr. Fales read a letter from Mr. David Bigger, 301Junipero Street, dated March <br />11, 1970, in which he hoped the Council would consider the effect of inflation in <br />imposiDg a "surcharge" to insure that funds held for connection fees at a later date <br />concurrent with the phasing out of the Sunol Sewer Treatment Plant to minimize the <br /> <br /> <br />
