Discussion ensued regarding a structure for water rates which would be based <br />on a meter-size charge plus a lower minimum amount costs. <br /> Mr. Fales was asked to have a report prepared on a rate structure consistent <br />with usage of water within 30 days. <br /> In response to Mayor Gerton's question, Mr. Fales emphasized the financial loss <br />the City will take if the currently proposed iacrease of 50¢ is not approved at <br />this time. <br />Mayor Getton stated he was opposed to increasing rates for several months and <br />then change them again after Mr. Fales reports on the proposed new rate structure. <br /> It was moved by Councilman Rega that Ordinance No. 593, amending Ordinance <br />No. 478, increasing the rate for the first 1,000 cubic feet of water by 50¢, be <br />introduced. <br /> Councilman Rega's motion died for lack of a second to it. <br /> Mr. Fales stated he would present his new water rate proposal to the Council <br />just as soon as possible. <br /> <br />Matters for the Information of the Council <br /> Mr. Fales stated that a copy of a letter dated March 2, 1970, regarding Federal <br />Grants to construct Sewage Treatment Works, has been forwarded to the Council for <br />their information. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports from the City Attorney. <br /> <br />COMMUNICATIONS <br /> There were no communications read at this meeting. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBF~ <br /> Councilman Reid asked the staf~ to report the possibility of providing a side- <br />walk on Kottinger Avenue from Pleasanton Gardens to Main Street on at least one <br />side of the street to eliminate the hazard for the residents of Pleasanton Gardens, <br />as well as others in that area, when walking to and from the downtown area. <br /> <br /> Councilman Reid also requested that Mr. Campbell investigate the problem of <br />the sewer backing up from the lines coming from the Vintage Hills area. Mr. <br />Campbell stated that this situation is under observation. <br /> <br /> Councilman Rega announced that he will be out of to~m on business next week <br />and will not be present at the next Council meeting. <br /> <br />~ETING OPEN TO THE PUBLIC <br /> Mr. Robert E. Lee called the Council's attention to the instructions prefacing <br />the agenda. He stated that item No. 3, which states "Any citizen desiring to <br />speak on any item under discussion by the Council may do so only upon receiving <br />recognition from the Mayor and then proceed as directed in Paragraph 2~', and item <br />No. 6, which states "All matters listed under Item No. 4, CONSENT CALENDAR, are <br />considered by the Council to be routine and will be enacted by one motion in the <br />form listed below. There will be no separate discussion of these items unless <br />good cause is shown prior to the time the Council votes on the motion to adopt", <br />is confusing. He stated that he had wanted to speak when the Sewer Connection <br />Fee Increase was being discussed to suggest to the Council that in order to make <br />up the amount for the under-charge, that the next developers be over-charged. <br />Fales explained that the City lost about $1,000.00 on the homes that had less then <br />two bedrooms that were connected to the V.C.S.D. sewer plant, but gained money on <br />the other homes. <br /> Councilman Beratlis advised Mr. Lee that the developer re-charges the buyer of <br />the homes so this just raises the l~rice of the houses. <br /> <br />Mayor Getton recessed the meeting at 10:15 P.M. <br /> <br />~,Iayor Gerton reconvened the meqting and immediately recessed to an Executive ~3essic <br />at 10:40 P.M. <br /> <br />Mayor Gerton reconvened the meeting at 11:00 P.M. <br /> <br />EXECUTIVE SESSION: APPOINTMENTS <br /> It was moved by Councilman Beratlis and seconded by Councilman Spiliotopoulos <br />that Resolution No. 70-52, appointing Dr. Albert C. McCully, 6565 Lansing Court, <br />and Mr. Richard Sharp, 6332 Benner Court, as members of the citizens committee to <br />review certain aspects of the General Plan, the majority of which was appointed <br />on March 2, 1970, be adopted. <br /> <br /> 4. <br /> <br /> <br />
