4.77 <br /> <br /> Mr. Fales stated that copies of the Zone No. 7 Minutes for their meeting of <br />December 18, 1969, have been forwarded to the Council for their review. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney. <br /> <br />COMMUNICATIONS <br /> There were no communications read at this meeting. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Regarding the matterof forming a 25-member Citizens Committee on General Plan <br />Review, Councilman Beratlis recommended that the members of this Committee be <br />selected on the basis of equal representation from each sector of the City accord- <br />ing to the number of people residing in each sector. <br /> After some discussion, it was moved by Councilman Beratlis and seconded by <br />Councilman Reid that Resolution No. 70-17, appointing a 25-member Citizens Com- <br />mittee on General Plan Review on an equal representation of all areas within the <br />City based on area population, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Getton <br />NOES: None <br />ABSENT: None <br /> <br /> Councilman Spiliotopoulos reported that he had discovered that the plans the <br />City had approved on the six-plexes to be constructed in the Fairlands Development <br />were not the same as wha~ were being built and that he had reported this infraction <br />to Mr. Fales this morning. <br /> Councilman Spiliotopoulos stated that Mr. Fales had issued a "Stop-Work" order <br />on the construction of seven six-plexes because Mr. Oakes, the developer, hzd not <br />complied with the plans approved by the Design Review Committee, the planning <br />Commission, and the City Council. Councilman Spiliotopoulos stated that Mr. Oakes <br />proceeded to construct the units with changes in the interior design that required <br />relocation of the patio to the front yard, and a full mansard roof, rather than <br />the gable roof shown on his plans. <br /> Councilman Spiliotopoulos asked Mr. Fales if this infraction was the result of <br />the lack of cross-checking within the Planning and Building Departments. Mr. Fales <br />replied that the lack of additional personnel needed in these departments to con- <br />stantly check every minute detail was the only reason that incidents such as th~s <br />could occur. Mr. Fales also cited that the pressure from the developers these <br />departments received was, at times, unbelievable. <br /> Mr. Oakes explained that the front elevation is somewhat different than his <br />approved plans because his architect felt the mansard roof line should be continued <br />on both principal structures, rather than construct a gable roof. Mr. Oakes <br />claimed that he was constructing and designing these structures for better than <br />what was approved by the City. <br /> Mr. Oakes appealed to the City Council to allow him to proceed with sealing <br />the roofs on these units so that no s~ructural damage would be done to the build- <br />ings in the event of more rainy weather. <br /> Mr. Hirst stated that the City would not be held liable for the work Mr. Oakes <br />requested to be done, in the event the Council decided the approved plans must be <br />adhered to. <br /> The City Council gave Mr. Oakes permission to seal the roofs and also to meet <br />with the Design Review Board regarding this matter. <br /> Mayor Gerton instructed the staff to investigate this situation and prepare a <br />written report on the staff's findings. <br /> <br /> Councilman Splliotopoulos presented Mr. Fales with a list of names compiled by <br />the Historical Society for use in selecting a name for the park in the Fairlands <br />Subdivision as well as for use in naming other parks. <br /> <br /> Councilman Spiliotopoulos requested that commendations be m~de !:o approximately <br />20 citizens who played a major part in the success of Teen Enterprises, Incorpora- <br />ted. <br />Discussion ensued regarding the participation by many citizens in this program. <br />It was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis <br />tb-'.t appreciation to everyone who participated in Teen Enterprises, Incorporated, <br />be officially extended. <br /> <br /> <br />
