.~`'c MATTERS CONTINUED FOR DECISION Discussion Re: Review of Pleasanton General Plan Councilman Rega indicated that when he previously suggested that a Committee be formed for the review of the Pleasanton General Plan, the City Manager had some reservations regarding this matter. Councilman Rega stated that he felt that several parts of the General Plan needed review; namely, 1) that the 4.7 average density per gross acres, 2) the commercial zoning within the City, 3) the growth ~~ rate of the City, and 4) some of the policies stated on the General Plan Map re- garding residential areas. Councilman Rega indicated that a 25 member Citizens Committee would be sufficient to undertake these charges. After considerable discussion by the City Council, it was moved by Councilman Rega and seconded by Councilman Reid that the staff be instructed to outline a charge for a 25 member citizens committee to review the Pleasanton General Plan in the areas of 1) 4.7 average density per gross acres in the residential areas, and 2) regulation of a growth rate within the City and if this was felt necessary, how to implement said regulation. It was moved by Councilman Reid and seconded by Councilman Beratlis that Re- solution No. 70-12, encouraging the East Bay Regional Park District to commence planning and negotiation processes in order to implement an inter-city bicycle trail system in eastern Alameda and Contra Costa Counties, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Rega, Reid and Mayor Gerton NOES: None ABSENT: Councilman Spiliotopoulos Mayor Gerton declared a recess at 9:50 P. M. Mayor Gerton reconvened the meeting at 10:10 P. M. REFO_P.TS OF THE CITY MANAGER Results of the City Council Study Session Re: Smog; January. 8,___1970 Mr. Edgar reviewed the report, dated January 9, 1970, of the City Council Study Session on Smog. After discussion by the City Council, it was moved by Mayor Gerton and seconded b^ Councilman Rega that the nineteen point policy resulting from the City Co~incil Study Session, dated January 9, 1970, but omitting item No. 12 and using tt; second paragraph of item No. 14 as a replacement for item No. 12, be adopted as s-.he official Smog Control policy for Pleasanton, and that this be discussed with the Livermore City Council prior to being presented in Sacramento on Febr~fary J.1, 1970, as a joint program for the Cities of Pleasanton and Livermore.
