~~ <br />~f~~~ <br />It was moved by Councilman Rega and seconded by Councilman Beratlis that Resolu- <br />tion No. 70-13, supporting the proposed League of California Cities Policy State- <br />ment regarding Tax Reform and the Cities, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid and Mayor Gerton <br />NOES: None <br />ABSENT: Councilman Spiliotopoulos <br />Matters for the Information of the Council <br />Mr. Edgar stated that there were no matters for the information of the Council <br />to be presented. <br />FIRE DEPARTMENT TRAINING EXERCISE <br />Mr. Edgar explained that Alameda County Fairgrounds had seven horse barns to <br />be demolished and Fire Chief Frudden had requested that his department be given <br />permission to burn these barns as a fire training exercise. <br />Fire Chief Frudden explained the exact procedures of how this would be accom- <br />plished. He stated that the Stanford Research Institute would provide scientific <br />testing equipment in order to provide the data needed for training purposes. Chief <br />Q' Frudden stated that all the fire departments in the Valley would be taking part in <br />~ this training exercise. He also stated that he had received a waiver from the Air <br />~ Pollution Control Board to burn these seven barns over a period of four Saturdays. <br />~ After considerable discussion by the Councilmen, it was moved by Councilman <br />(„~ Beratlis and seconded by Mayor Gerton that the Fire Chief be given permission to <br />burn the horse barns as a fire training exercise with the reservation that if <br />there are any reprocussions regarding cinders, the permission can be immediately <br />withdrawn. <br />The roll call vote was as follows; <br />AYES: Councilman Beratlis and Mayor Gerton <br />NOES: Councilmen Rega and Reid <br />ABSENT: Councilman Spiliotopoulos <br />Mayor Gerton advised Chief Frudden that he is welcome to present this matter <br />again next week when a full Council should be present. Chief Frudden stated that <br />time was of an essence and he would consider this a negative vote. <br />REPORTS OF THE CITY ATTORNEY <br />Introduction of Annexation Ordinance annexinrz aooroximately 96.6 acres r~enerall <br />located south of Interstate Route No. 580 and east of the Fairlands Subdivision <br />(Annexation No. 62) <br />Mr. Hirst stated that the Annexation Agreement has not yet been signed. The <br />Council elected not to introduce this ordinance until all necessary documents were <br />in order. <br />COMMUNICATIONS <br />From V.C.S.D. Re: Sewerage Study Discussion <br />Mr. Edgar indicated the above letter set February 24th at 7:30 P.M., as the <br />time for open discussion on the Sewerage Survey as prepared by Brown and Caldwell <br />for V.C.S.D. <br />Mayor Gerton read a letter from Mr. "Rod" Cameron, a San Leandro Realtor, <br />regarding propane fuel. <br />MATTEP..S INITIATED BY COUNCIL MEMBERS <br />Councilman Rega stated that regarding Chief Frudden's request to conduct a <br />Fire Training Exercise, he would change his negative vote to an affirmative. <br />Councilman Reid stated he would also change his vote to affirmative 2.nd ac~- <br />vised the staff to instruct Chief Frudden and anyone else, to obtain Councia. <br />approval of any program of this type, prior to making final arrangements. <br />Councilman Rega requested that the Mayor proclaim the week of January 19th. <br />24-th as National Jaycee Week. <br />It was moved by Councilman Rega and seconded by Councilman Reid that the M.:iyor <br />by authorized to proclaim the week of January 19th-24th, 1970, as National Jaycee <br />ta.ek. <br />7'he roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid and Mayor Gerton <br />DOES: None <br />E:BSEPdT: Councilman Spiliotopoulos <br />4. <br />
