449 <br />Discussion ensued regarding the statis of the Overpack Estate and <br />Mr. Jim Stacey, representing Pacific Western ;4obile Estates, Inc., <br />stated that he had the deed to the Overpack Droperty. <br /> <br />Mr. Stacey displayed slides of a mobile park he had developed in <br />San Jose and hoped to duplicate it in this city° <br /> <br />Mr. Chuck Seymore, 492 San Gabriel Court cautioned the City Council <br />about approving this application as two other mobile parks in the <br />same vacinity have already been approved. He cited traffic and sewage <br />problems and whether or not mobile homes pay their own way as reasons <br />for his opposing the subject development at this particular time. <br /> <br />Mr. Mike Cihalski, 217 Rose Avenue, suggested that if mobile homes <br />don't pay their own way, why not investigate a way that they would <br />be paying their share of cost to the city. He stated that he was <br />in favor of mobile home parks because so many people could not afford <br />to buy a home but could afford a mobile home. <br /> <br />There being no other remarks from tile audience, it was moved by <br />Councilman Spiliotopoulos and seconded by Councilman Beratlis that <br />the public hearing be closed. <br /> <br />The roll call vote was as follo;ts: <br /> <br />AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and <br /> Mayo r Re i d <br />NOES: ' None <br />ABSENT: None <br /> <br />Councilman Spiliotopoulos initiated discussion on the need of this <br />197-unit mobile home park, which, with the already approved mobile <br />homes, will bring the total to 569 units on Vineyard Avenue. He <br />stated that in addition to being concerned about the sewage situa- <br />tion, he was primarly concerned about good planning. <br /> <br />Councilman.Pearson. concurred with Councilman Spiliotopoulos. <br /> <br />Councilman Gerton asked that this matter be postponed for one week <br />te allow time to study the tax structure of mobile home parks more <br />thoroughly. <br /> <br />It was moved by Councilman Spiliotopoulos and seconded by Councilman <br />Pearson that Resolution No~ 70-232, denying the application of Pacific <br />Western Mobile Home Estates, Inc., for an amendment to Ordinance <br />No. 520 prezoning from the Alameda County Agricultural District <br />zoning designation to the P~4-4000 Multiple District, that property <br />describe~ as Parcels 12,13,14.2 and 14.3, Block 1250, County Assessors <br />Book 946, said property generally located on the north side of <br />Vineyard Avenue, adjacent to the City Limits and containing approx- <br />imately 24.5 acres, be adopted. <br /> <br />It was' moved by .Councilman Gerton and seconded by Councilman Beratlis <br />that Resolution No. 70-232 be amended to allow a time extension of <br />two weeks for more study on the tax structure of mobile home parks. <br /> <br />Both Councilmen Spiliotopoulos and Pearson refused Councilman Gerton's <br />amendment. <br /> <br />The roll .call vote was as follows: <br /> <br />AYES: Councilman Spiliotopoulos, Pearson and Mayor Reid <br />NOES :' · None <br />ABSENT: None <br /> <br /> 4. 11-16-70 <br /> <br /> <br />
