Adoption of Resolution No. 70-221,accepting a Quitclaim Deed <br /> for Public Service Easements in the rear of Lots 16 and 17 <br /> on Norton Way, in Tract NQ, 2802- <br /> <br />The roll call vote was as follOws~ <br /> <br />AYES: Councilmen Beratlis, Gert0n, Pearson, Spiliotopoulos and <br />NOES: None Mayor Reid <br />ABSENT: None <br /> <br />PUBLIC HEARINGS <br /> <br />.Application of Julius Levine for an amendment to Ordinance No. 520 <br />rezoning from the RM-400'0 Multiple Family District to the Public and <br />knstitutional District ,' that 'property 'described as Parcel 38, Block <br />?L'4", Assessor's Book 94, Icontaining'~pproximately 1.86 acres and <br />~enerall~ located on the north sid. e 6f Neal Street at the intersect- <br />ion of Neal and Third Streets. <br /> <br />Mayor Reid declared the public hearing open. <br /> <br />Mr. Castro displayed a map of the subject area and reviewed the report <br />of the Planning Commission, dated October 15, 1970, in which that <br />Commission' recommended' to the City Council in their' Resat~tion NO. <br />1039, that the application of Julius Levine be aperoved.. <br /> <br />Mr. Castro reported that the Planning Staff, based on the findings <br />outlined in his report of August 12, 1970, recommends denial of this <br />application. <br /> <br />Dr. Robert Connolly, 306 Neal Street, who owns a Veterinary Clinic <br />On the adjacent property stated that he felt the location for this <br />proposed convelescent hospital was objectionable because of it not <br />being close to any medical facility. He stated that he thought the <br />area on Black Avenue accross from the park and close to the new <br />medical center would be a more proper location. Dr. Connolly <br />also stated that he was moving his veterinary clinic to a more favor- <br />able location as soon as he was able tp do so as he felt that both <br />his type facility and a convelescent hospital were not compatable <br />to a residential area. <br /> <br />Dr. Ralph Juhl, owner of the proposed medical center on Black Avenue <br />Stated that he is trying to get a commitment for a convelescent <br />hospital near his medical center, <br /> <br />Discussion ensued regarding traffic congestion and other pertinent <br />factors in locating this type fa~i!ity on Neal Street. <br /> <br />In answer to a question imposed by the Council, Mr. Corley, represent- <br />ing Dr. Levine, stated that Construction on this facility can <br />c-ommence within one year, as Dr. Levine has already received a <br />commitment from the Federal Housing Administration. <br /> <br />There being no-further comments f~o~..the audience, it was moved by <br />Councilman Beratlis and 'seconded by CoUnCilman Spiliotopoulos that <br />~he public~ hearing be closed. <br /> <br />The roll call vo~e was.as .follows: <br /> <br />AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and <br /> Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> 11-2-70 <br /> <br /> <br />
