Mr. James Belda, representing Mr. MacGowan, explained.the proposal,which <br />would provide for 266 garden home units in a cluster housing arrangement. <br />He also stated that an involuntary homeowners association group would <br />finance upkeep of private common green areas. <br /> <br />Mr. Leonard McVicker showed slides of drawings of the proposed multiple <br />dwellings. <br /> <br />Mr. Belda elaborated on the fact that 25% of the residential area would be <br />occupied Unde~ the Section 235 law.~ Mr. Belda stated that he had no doubt <br />that this development would receive a fair share of funds and that his <br />company will offer Section 235 deposits providing that have commitments <br />from the Federal Government. <br /> <br />Councilman Beratlis stated that the commercial zoning is of such magnitude <br />that it would exceed the total downtown area. <br /> <br />Mr. Ted Fairfield, MacKay and Somps, indicated that he was in favor of the <br />entire development and that the Industrial Park area should be a large area. <br /> <br />Mr. Castro stated that the Commercila Service zoning is not in conflict <br />with the downtown area and that this proposed zoning is a desirable land <br />use tie-in with the industrial use. <br /> <br />Mayor Reid stated that it is the Council's basic philosophy to avoid strip <br />zoning of any kind along a major thoroughfare and felt that the Council <br />should look over zonings already approved on both sides of Santa Rita Road <br />before taking any action. <br /> <br />There being no public protests, it was moved by Councilman Spiliotopoulos <br />and seconded by Councilman Beratlis that the public hearing be closed. <br /> <br />AYES: Councilmen Beratlis, Pearson, SpiliotopOulos and Mayor Reid <br />NOES: None <br />ABSENT: Councilman Gerton <br /> <br />After additional discussion on this matter, it was decided, with Mr. <br />MacGowan's consent, that this application be continued on October 5, 1970, <br />at which time the staff would present a map of the approved zonings on <br />both sides of Santa Rita Road. <br /> <br />Mayor Reid recessed the meeting at 9:55 <br /> <br />Mayor Reid reconvened the meeting at 10:05 P.M. <br /> <br />Application of C & H Development Company for an amendment to Ordinance <br />No. 520, .rezonin~ from the General Industry Sac District to the Commercial <br />Freewa~ District, that property described as a portion of Parcel 4, Block <br />1301, Assessor's Map Book 941, said property ~enerally located at the south- <br />west corner of Hopyard Road and Johnson Industrial Drive and containing <br />approximatel~ 5 acres. <br /> <br />Mayor Reid declared the public hearing open. <br /> <br />Mr. Castro reviewed his report, dated August 27, 1970, in which he stated <br />that the Planning Commission unanimously endorsed this application. <br />Mr. Castro further stated that the Chamber of Commerce Industrial <br />Committee members had also unanimously approved the project, for a motel, <br />a restraurant and a service station. Mr. Castro displayed elevations <br />of the restraurant and service station~ <br /> <br />Although a spokesman for Denny's Restraurant expressed a belief that the <br />motel commitment would be forthcoming Soon, MayOr Reid stated that he was <br />not in favor of approving this application without a definite motel <br />commitment. <br /> <br /> 3. 9-2Z-?0 <br /> <br /> <br />
