Councilman Beratlis questioned various changes in designated land uses, and how they were arrived at. Mr. Fales explained how this concept was reached, and stated specific questions would have to be asked by Representatives Getton and Reid at the ABAG General Assembly on Thursday, Councilman Spiliotopoulos asked how this plan was to be implemented. Mr. Fales replied this was covered in the Plan. Councilman Getton explained ABAG and its function in detail, and further stated the Council is being asked tonight to approve the concept in general of the ABAG Regional Plan, not to adopt any specific plan. Mayor Reid stated that the concept needed to be approved because cities within ABAG's Jurisdiction can still receive Federal Aid during 1970 for various programs if they have approved the Regional Plan and not without it. Mayor Reid further stated that if the plan is not adopted, the State will appoint a regional govern- ment of its own, which would be undesirable. It was moved by Councilman Getton and seconded by Councilman Pearson that the Pleasanton City Council approve the concept of the ABAG Regional General Plan at the ABAG General Assembly Meeting July 30, 1970. After discussion regarding which Utilities were under franchise fees, and who were effected by the Business License fee, it was moved by Councilman Getton and seconded by Councilman Pearson that Ordinance No. 607, amending Sect. 1-5.22, of Article 2, Chapter 3,, of Title 1, of the Ordinance Code of the City of Pleasanton. relating to exemptions under the Business License Tax, be introduced. The roll call vote was as follows: AYES: Councilmen Beratlis, Getton, Pearson, Spiliotopoulos and Mayor Reid NOES: None ~ ABSENT: None It was moved by Councilman Gerton and seconded by Councilman Spillotopoulos that the reading of Ordinance No. 607, be waived. The roll call vote was as follows: AYES: Councilmen Beratlis, Getton, Pearson, Spiliotopoulos and Mayor Reid NOES: None ABSENT: None Report:of th~ Director of Public Works Re: Installation of Sidewalks - Kottinger Drive between First and Re~alia Mr. Fales reviewed the report of the Director of Public Works, dated July 14, 1970, recommending that this be a temporary asphalt sidewalk due to street widening plans in the future, and not to exceed a cost of $600.00. It was moved by Councilman Getton and seconded by Councilman Beratlis that Resolution No. 70-171, authorizing the installation of temporary sidewalk improve- ments on Rotringer Drive between First Street and Regalia Avenue, as recommended in the report of the Director of Public Works dated July 14, 1970, be adopted.
