Councilman Beratlis questioned various changes in designated land uses, and how <br />they were arrived at. Mr. Fales explained how this concept was reached, and stated <br />specific questions would have to be asked by Representatives Getton and Reid at the <br />ABAG General Assembly on Thursday, <br /> Councilman Spiliotopoulos asked how this plan was to be implemented. Mr. Fales <br /> replied this was covered in the Plan. <br /> Councilman Getton explained ABAG and its function in detail, and further stated <br />the Council is being asked tonight to approve the concept in general of the ABAG <br />Regional Plan, not to adopt any specific plan. <br />Mayor Reid stated that the concept needed to be approved because cities within <br />ABAG's Jurisdiction can still receive Federal Aid during 1970 for various programs <br />if they have approved the Regional Plan and not without it. Mayor Reid further <br />stated that if the plan is not adopted, the State will appoint a regional govern- <br />ment of its own, which would be undesirable. <br /> It was moved by Councilman Getton and seconded by Councilman Pearson that the <br />Pleasanton City Council approve the concept of the ABAG Regional General Plan at <br />the ABAG General Assembly Meeting July 30, 1970. <br />The roll call vote was as follows: <br />AYES: Councilmen Betatile, Getton, Pearson, Spiliotopoulos and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> SPECIAL REPORTS <br /> There were no Special Reports scheduled for this meeting, <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions scheduled for this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />R~port of the Assistant City Manager Re: Business License Exemption <br /> Mr. Edgar reviewed his report dated June 17, 1970, and that of the Administra,- <br />tire Intern dated June 16, 1970, as well as the draft of a proposed ordinance by <br />the City Attorney. <br /> After discussion regarding which Utilities were under franchise fees, and who <br />were effected by the Business License fee, it was moved by Councilman Getton and <br />seconded by Councilman Pearson that Ordinance No. 607, amending Sect. 1-5.22, of <br />Article 2, Chapter 3,, of Title 1, of the Ordinance Code of the City of Pleasanton. <br />relating to exemptions under the Business License Tax, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Getton, Pearson, Spiliotopoulos and Mayor Reid <br />NOES: None ~ <br />ABSENT: None <br /> <br /> It was moved by Councilman Gerton and seconded by Councilman Spillotopoulos <br />that the reading of Ordinance No. 607, be waived. <br />The roll call vote was as follows: <br />AYES: Councilmen Betatile, Getton, Pearson, Spiliotopoulos and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilman Getton and seconded by Mayor Reid that the staff be <br />instructed to investigate the possibility of establishing a business license fee <br />for Pacific Telephone which will be more equitable, and more in keeping with the <br />amount paid to the City by PG&E in franchise fees. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Getton, Pearson, Spiliotopoulos and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Report:of th~ Director of Public Works Re: Installation of Sidewalks - Kottinger <br />Drive between First and Re~alia <br /> Mr. Fales reviewed the report of the Director of Public Works, dated July 14, <br />1970, recommending that this be a temporary asphalt sidewalk due to street widening <br />plans in the future, and not to exceed a cost of $600.00. <br /> It was moved by Councilman Getton and seconded by Councilman Beratlis that <br />Resolution No. 70-171, authorizing the installation of temporary sidewalk improve- <br />ments on Rotringer Drive between First Street and Regalia Avenue, as recommended <br />in the report of the Director of Public Works dated July 14, 1970, be adopted. <br /> <br /> <br />
