' ..... Mr. Edgar reviewed his report entitled "Comprehensive AmbUlance Ser- vice for the Livermore-Amador Valley", dated April 19, 1971. This report summarizes in considerable detail the process by which informal bids for emergency ambulance service were solicited and reviewed by the Cities of Live more and Pleasanton and the County Of Alameda. These three public agencies would enter into a Joint Exercise of Powers Agreement pursuant to which the Valley Memorial HOspital would be the administering agency for purposes of supervising the provisions of emergency ambulance service throughout the Valley. Mayor Reid objected to Item NO. 2 under Step No. 1 on page 2 of the report which stipulated that the hospital select one of the two re- maining bidders, namely, Allen's Ambulance Service of Livemore and Pomeroy's Ambulance Service of .Walnut Creek. Objections were also raised regarding the 'no-subsidy" arrangements cited in the report-
