' ..... <br /> <br />Mr. Edgar reviewed his report entitled "Comprehensive AmbUlance Ser- <br />vice for the Livermore-Amador Valley", dated April 19, 1971. This <br />report summarizes in considerable detail the process by which informal <br />bids for emergency ambulance service were solicited and reviewed by <br />the Cities of Live more and Pleasanton and the County Of Alameda. <br />These three public agencies would enter into a Joint Exercise of <br />Powers Agreement pursuant to which the Valley Memorial HOspital would <br />be the administering agency for purposes of supervising the provisions <br />of emergency ambulance service throughout the Valley. <br /> <br />Mayor Reid objected to Item NO. 2 under Step No. 1 on page 2 of the <br />report which stipulated that the hospital select one of the two re- <br />maining bidders, namely, Allen's Ambulance Service of Livemore and <br />Pomeroy's Ambulance Service of .Walnut Creek. Objections were also <br />raised regarding the 'no-subsidy" arrangements cited in the report- <br /> <br /> <br />
