After a lenghthy discussion on this entire matter, ~ ~;~f~,'!~ n',c~I~d by <br /> Councilman Gerton and seconded by Mayor Reid that ~sc,~'~i~?.~ ~'/~o~ '71- <br /> 246, appropriating $45,600 to finance Step I, as ont!~.n~d in the <br /> report of the City Manager, dated Dece~er 10, 1971 ~ ~r~ti~l, ed, A <br /> Program to Abate Nuisances at Pleasanton Sewage Treat~n~cnt Plant., be <br /> adopted. <br /> <br />A substitute motion was made by Councilman Pearson to dm~=r~d Re~olu- <br />tion No. 71-246, to include that the City refuse to i~sue an~~ more <br />sewer connections to the plant. <br /> <br /> Councilman Pearson's motion died for lack of a second to <br /> <br /> The roll call vote on Councilman Gerton's motion was as <br /> <br />AYES: Councilman Gerton and Mayor Reid <br />NOES: Councilman Pearson <br />~SENT: Councilmen Beratlis and Spiliotopoulos <br /> <br />Mr. Hirst ruled that a two-thirds affirmative vote of Lhe F~.~ll council <br />was needed in order for Resolution No. 71-246 to pas~ <br /> <br />The matter was continued until December 20, 1971. <br /> <br />Further consideration of Proposed Commercial Develo~en~,~i~hin the <br />Macka~ Subdivision <br /> <br />After Mr. Castro explained the specifics o~ this Fropo~e~'~ c~m~nercial <br />development, it was decided to refer this matter to tl~e Cjeneral Plan <br />Review Co~ittee. <br /> <br />SPECI~ P~PORTS <br /> <br />Report Re: Tabulation of City Flower Contest <br /> <br />Mr. Edgar read the list of names of flowers that had been submitted <br />by contestants in the City Flower Contest. <br /> <br />It was decided to postpone selection of a City Flo~ver until.~ ai! mem- <br />bers of the City Council were present. <br /> <br />Report Re: Construction of the Pedestrian Bridge~i~2~c~ <br /> <br />Mr. Ken La~, President of the Pleasanton City Emplc>~ee~ A~ociation, <br />reported that the pedestrian bridge along Hopyard Road <br />constructed by a nu~3er of City employees, was now com~iet~d~ ~ith <br />no expense to the City. <br /> <br />The City Council expressed their appreciation to the P,~C~E..A. for <br />their efforts in the construction of this bridge. <br /> <br />~PORTS OF BOARDS ~]D COMMISSIONS <br /> <br />There were no reports of Boards and Co~issions. <br /> <br />~PORTS OF THE CITY MANAGER <br /> <br />Report Re: Enviornmental Impact Stateme.nts <br /> <br />Mr. Edgar reviewed his report, in ~hich were includ~.-~.c~. the require- <br />ments that must be met in preparation of Enviornmenta] !n~p<r~ct Etate- <br />ments. Mr. Edgar also reported that Enviornmenta!
