PUBLIC HEARINGS <br /> <br />There were no public hearings scheduled for this meeting. <br /> <br />MATTERS CONTINUED FOR DECISION <br /> <br />There were no matters continued for decision. <br /> <br />SPECIAL REPORTS <br /> <br />City Clerk's repo.~t re~arding Santa Rita Road Petition <br /> <br />The City Clerk reported that she had examined the Santa Rita Road Pet- <br />ition and has certified that the number of signatures is in excess of <br />10% of the registered voters within the City of Pleasanton. <br /> <br />Mr. Edgar reported that the options the City Council has, is to either <br />repeal Ordinance No. 633 or place the matter before the electorate. <br /> <br />After discussing this matter, it was moved by Vice-Mayor Spiliotopoulos <br />and seconded by Councilman Pearson that Ordinance No. 642, repealing <br />Ordinance No. 633, which rezoned the Costanzo-~qilson property, be <br />introduced. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilmen Gerton, Pearson and Vice-Mayor Spiliotopoulos <br />NOES: None <br />ABSENT: Councilman Beratlis and Mayor Reid <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> <br />There were no reports frOm Boards and Commissions. <br /> <br />REPORTS OF THE CITY MANAGER ........... <br />Report o.f the .City Ma.nager' r.egarding further rep.o...r~.ing on the Civic <br />Center and Sewer Improvement Bo.nd iss. u~e <br /> <br />Mr. Edgar reviewed the past history of these issues. <br /> <br />Mr. Cliff Hannsen, representing the architectural firm of Smith, Barker <br />and }{annsen, reported that since the $945,000 estimate on the first <br />phase' development of the Civic Center ~as projected in 1966, construction <br />costs have risen to $1,300,000. Mr. Hannsen also reported that it is <br />possible to reduce these costs by deleting some of the aspects of the <br />Civic Center Design, such as the lake and the theater. Mr, }lannsen <br />further stated that the county library system now prefers a busier <br />location such as within the Amador Valley Park, for its new Pleasanton <br />Library and would prefer to back out of any agreements to lease part of <br />the city's facilities on Bernal Avenue. Mr. Hannsen felt that the City <br />has· sufficient land now for the first phase development. <br /> <br />Discussion ensued regarding the cost per square foot. Further discuss- <br />ion ensued when Councilman Pearson stated that he felt the proposed <br />site should be re-evaluated in the General Plan Review because the <br />present population of the city may not agree with this site. He also <br />objected to the Civic Center being used to renovate a section of t2~e <br />downtown area. <br /> <br />Mr. Edgar asked Mr. Campbell to report on the Sewer Improvement Program. <br /> <br />Mr. Campbell stated! that taking into account the current capacity <br />problems of the Valley Community Services District, the City's basic <br />plan for phase-out of its Sunol Treatment Plant should not be changed, <br />except for timing, which will be dependent upon V.C.S.D.
