Report of the Director of Public Works ~re. ga. rdin~. completion of valley Avenue Mr. Campbell reviewed his report which was dated August 26, 1971, and recommended that the staff be authorized to proceed with this project. It was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that Resolution No. 71-184, authorizing the staff to proceed with the completion of Valley Avenue as outlined in the report of the Director of Public Works, dated August 26, 1971, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and NOES: None Mayor Ried ABSENT: ' None REPORTS' OF THE CITY ATTORNEY Report of the City Attorney regarding Dissolution of Pleasanton Town- ship County Water' DistriCt ........ Mr. Hirst reviewed his report dated August 26, 1971 and also the pro- posed resolution of application of the dissolution of the Pleasanton Township County Water District. It was moved by Councilman Beratlis and seconded by Councilman Spilio- topoulos that Resolution No. 71-185, regarding the application to disolve the Pleasanton Township County Water District, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and .... NOES: None Mayor Reid ABSENT: None' Memorandum of the City Attorney regarding Licensing of Cats Mr. Hirst stated that he has researched this matter and is satisfied that the City may, in the exercise of its police power, require the~o licensing of cats. He also stated that the administrative and enforce- ment problems involved in implementing such regulations are substan- tial and relate to, among other things, doubt as to present avail- ability of an effective rabies vaccination for cats and the expense involved in enforcing such regulations. Mr. Hirst was granted his request to investigate these problems and to provide a recommendation to the Council at a later date. COMMUN I CAT I ON S There were~ no communications read at this meeting. After discussion initiated by Councilman Gerton regarding Pteasanton'~s''. growth, it was moved by Councilman Gerton and seconded by Mayor Reid that the staff be instructed to study and report which' pnblic agencies, municipal or otherwise, provide services for or are affected+ by Pleasanton's municipal growth and recommend a proper format for the- preparation-of "environmental impact statements" to be obtained from each agency once per year for the purpose of informing the City Council 5. 8-30-71
