Mr. Castro reviewed his report, dated June 14, 1972, which summarized <br />the actions taken by the Planning Commission concerning this particular <br />application. <br /> <br />Mr. Art Papish, representing Cummings and Company, displayed a scaled <br />drawing of the sign and explained that it was not a "flashing sign" but <br />a sign that changed twice a minute from the time of day to the tempera- <br />ture. <br /> <br />Mr. Ted Mann, Manager of Franklin ~vings and Loan, emphasized the <br />fact that this sign is completely devoid of all advertising and is for <br />the people of Pleasanton and not for Franklin Savings and Loan. <br /> <br />Mr. Paul Loretz stated that he approached Franklin Savings and Loan be- <br />fore construction of their building' was commenced about a time and temp- <br />erature sign and was advised at that time that they might consider this, <br />if the people wanted i~, at a later time. Mr. Loretz stated that he <br />took a poll on the down town streets and obtained 1017 signatures in <br />favor of the sign and 14 signatures against it. <br /> <br />Mr. Art Papish stated that Mr. Mann had instructed him not to pursue <br />this matter, under any circumstances, if the citizens of Pleasanton <br />did not like the idea of a sign. He felt that with the signatures that <br />Mr. Loretz has obtained, along with the indications of many other people <br />who have contacted him, he felt justified in appealing the Planning <br />Commission' s decision. <br /> <br />One member of the audience stated that he had no great objection to <br />the sign other than how a "Time and Temperature" sign would fit into <br />the "old Town" ' concept the down town area was trying to Maintain. <br /> <br />There being no further comments from the public, it was moved by Council- <br />man Pearson and seconded by Councilman Kinney that the public hearing, <br />be! closed. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilmen Herlihy, Kinney, Pearson and Mayor Pro Tempori Mori <br />NOES: None <br />ABSENT: Mayor Reid <br /> <br />Councilman Kinney stated that he felt there was a good deal of merit in <br />this sign, that the design was in keeping with the down town area and <br />as long as it was in conformance with the sign ordinance, he was in <br />favor'of it. <br /> <br />Councilman Pearson stated he had no objection to the sign but felt that <br />the Planning Commission had taken a lot of time in coming to their <br />decision and if the Plannning Commission rejected this application, he <br />did not feel the City Council should over-rule thei~ action. <br /> <br />Mayor Pro-Tempore Mori stated that he felt the major disagreement is <br />how the sign related to the "old time atmosphere" that is tring to be <br />maintained in the down town area. He further stated that there currently <br />is some question as to what type atmosphere is wanted in the down town <br />area. He suggested that Franklin Savings and Loan come back and re-apply <br />after some decision has been made as to the direction the down town area <br />is going to take. Mayor Pro-Tempore also felt that the Planning Comm- <br />ission's action should be upheld. <br /> <br />It was then moved by Councilman Pearson and seconded by Mayor Pro-Tem- <br />pore Mori that the appeal of Cummings and Company from an adverse de- <br />cision of the Planning Commission, in denying Franklin Savings and <br />Loan a Time and Temperature sign, be denied. <br /> <br /> 2. 6-26-72 <br /> <br /> <br />
