Mro Edgar stated that he realize~ that this places an imposition on the developer, but until the Brown and Caldwell Report can be studied, he felt it was best to re-classify this property for the time being. Mr. Ronald Pardini, Vice President of Singer Housing, stated that he felt his company has been most patient in understanding the problem. He added that if this matter is continued, it will be over his objections and his company is within their rights to obtain a court order. After considerable discussion, it was moved by Councilman Pearson and seconded by Councilman Kinney that the reading of Ordinance No.668, re- zoning Tract No. 3312 to a Study District for a period of 90 days, be ~aived and the Planning Commission be instructed to proceed with a land use study on this property'. Mr. Hirst reviewed his draft of the revision' of'the' P~rk'~Ded±cation Ord- inance, which included doubling the acreage requirements, changing the in-lieu fee and also insures that all residential dwelling units pay their fair share. Mr. Gary Patton, Director of Parks and Recreation suggested that a joint Study Session be held by the City Council and the Parks and Recreation Commi s s i on. Councilman Mori expressed his concern over the total fees imposed by the City which are placed on the residents and requested a report contain- ing a comparison of total fees of surrounding communities." Councilman Kinney expressed his concern over the cost of maintenance and development of the increased amount of park land. After consider discussion on this proposed ordinance and other related matters, Mayor Reid requested that a Study Session be scheduled with the City Council and Parks and Recreation Commission, in order to review this matter in detail.
