Mrs. Warren Haring, a member of the League of Women Voters Solid Waste <br />Management Committee, char-ged that a section of the California Health <br />and Safety Code reveals that before any garbage dumps are established, <br />they must have the approval of the County Health Department. She also <br />reported that if the proposed site is within two miles of the city <br />limits, the site must be approved by the City. Mrs. ttarding further <br />reported that tests on the effect of sanitary land fill operations <br />where liners were used to contain the waste showed that in at least <br />two cases the liners had cracked and pollutants escaped. Mrs. Harding <br />pointed out that Kaiser's pits are less than a mile from the City's <br />wells, and if the liner would crack, the wells would be polluted. <br /> <br />The City Council thanked the Hardings for their reports and invited <br />them back for the continuance of this matter. <br /> <br />Mr. Edgar informed the Council that he ~,~ill fon~ard Kaiser's Inviorn- <br />mental Impact Statement to them. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> <br />There were no report..s ..from ..Boards and Commissions. <br /> <br />REPORTS OF TItE CITY MANAGER <br /> <br />Further Reports Re: Future Sewage Treatment Capacity <br /> Review of. Agreemen_~t to forrealize City' s Proposal <br /> Regarding Allocations of sewer connections <br /> <br />Mr. Edgar reported that he had met with some of the developers and they <br />indicated that they are certainly anxious to proceed aggressively to a <br />solution to this matter. Mr. Edgar indicated that he was not in a <br />position to recommend a proposed agreement to be transmitted to V.C.S.D. <br />and requested one more week to analyize the developers response and <br />then discuss this in Executive Session as it does pertain to the pend- <br />ing suit. <br /> <br />Review of Report of the Director of Public Works, Re: Position paper <br />regarding Valley-wide Sewage Treatment. <br /> <br />Mr. Campbell reviewed his report, dated May 11, 1972, regarding a brief <br />history of Sewage Treatment in the Livermore-Amador Valley, which <br />included a recommendation that the City of Pleasanton re-adopt the <br />position that they have continually held in the past which is that <br />a regional solution is necessary and that Zone No. 7 is the logical <br />agency to pursue this solution. <br /> <br />After some discussion on this matter, it was moved by Councilman <br />Kinney and seconded by Councilman ~4ori that Resolution No. 72-81, <br />accepting the report of the Director of Public I~orks, dated May 11, <br />1972, and directs the staff to work toward the goals specified in this <br />report by pursuing Zone No. 7 for water management and sewer disposal <br />solutions, be adopted. <br /> <br />The roll call vote is as follows: <br /> <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Review of Report of the Cit~ Attorne~ Re: Leqal procedure required <br />to have a regional a~'enc~ assume sewage TreaEment 'responsibilit~ <br /> <br />Mr. Edgar reviewed this report, dated May 11, 1972, and recommended <br />that this document be referred to the Sewer and Water Sub-Committee <br />to be studied as a reference document with the Brown and Caldwell <br />report. <br /> <br /> 3. 5-15-72 <br /> <br /> <br />
