Introduction of Ordinance No. 662 Re: Waiting Time for Taxi-Cabs <br /> <br /> MayOr Reid again stated his concern over "traffic Time" included in <br /> the'I "~a~'~ing time"' rate and the equity involved.I .... <br /> <br /> After some discussion on this matter, it was moved by Councilman <br /> Mori and seconded by Councilman Kinney that Ordinance No. 662, amend- <br /> ing the Taxi-Cab Ordinance, be introduced. <br /> <br /> The roll call vote was as follows: <br /> <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> SPECIAL REPORTS <br /> <br />There were no special reports presented at this meeting. <br /> <br /> REPORTS O~ BOARDS l~a~D COMMISSIONS <br /> <br />There were no. reports of Boards and Commissions. <br /> <br />REPORTS OF THE CIT-[ MANAGER <br />Progress Report Re: Future Sewage Treatment Capacity <br /> <br />Mr. Edgar reviewed the following recent action taken by the Board of <br />Directors of the Valley Community Services District: <br /> <br /> 1. V.C.S.D. will not proceed to do those things necessary to <br /> modify the current expansion of their sewage treatment <br /> plant to permit them to achieve a 5 m.g.d. capacity. <br /> <br /> 2. V.C.S.D. will not participate in a regional solution for <br /> sewage treatment in the valley. <br /> <br /> 3. V.C.S.D. will, by some method, inform home buyers of the <br /> potential liability to the district resulting from the <br /> $37,000,000 suit by the developers. <br /> <br />Mr. Edgar stated that it is time for someone to take some leadership in <br />this area and if this city does not act responsibly, it will be taken <br />away by a regional agency. Mr. Edgar then proposed that the City in- <br />itiate an action aimed at attempting to resolve problems, by the Council <br />giving him the authority to proceed to formalize an agreement of the <br />City's Original proposal for the allocation of sewer connections as <br />outlined in his letters to V.C.S.D. of some time ago. Mr. Edgar further <br />stated that he would attempt to negotiate with the developers to ex- <br />change sewer capacity for the lifting of the law suits now in process. <br />He stated that if this is sucessful, he would bring the agreement back <br />to the Council next week for approval and if approved, he will present <br />it to V.C.S.D. at their meeting of May 16th. Mr. Edgar also asked'for <br />authority to direct the Director of Public Works to preparea history <br />of sewer treatment in the Valley and recommend the most logical posit- <br />ion for the City to take. Mr. Edgar also asked for authority to direct <br />the City Attorney to develope for the Council's review and approval, <br />the administrative and legal procedures required to have a regional <br />agency assume the responsibility of a sewer treatment facility in the <br />valley. <br /> <br />Discussion, initiated by Councilman Pearson, on the matter of placing <br />the Johnson and Johnson Industrial Park at a higher priority than <br />residential,. ensued. Councilman Pearson also stated his concern over <br />the total capacity of the expanded plant. <br /> <br /> 3. 5-8-72 <br /> <br /> <br />
