new policies, an Inviornmental Impact Statement. <br /> <br />Mr. Edgar stated that he would set dates for Study Sessions on this <br />budget and tentatively scheduled the public hearing on the 1972-73 <br />Budget for May 22, 1972. <br /> <br />Further report Re: Increase of the Sewer Connection Fees <br /> <br />Mr. Edgar reported that this report is before the Ci~y~Council because <br />of the action taken by the Board of Directors of the Valley Community <br />Services District at their special meeting on April 25th, increasing <br />the district's sewer connection fees to $735,00 for Single Family, <br />$550.00 for Multiples and $420 for Mobile Homes. <br /> <br />Mr. Edgar stated that in light of the City Council's action last week, <br />and as a result of your expression to keep the City's fees at the same <br />level as those of the District, he would propose that the City's sewer <br />connection fees be increased again on an urgency basis in order to keep <br />pace with the increases levied by V.C.S.D. <br /> <br />He recommended that the City's sewer connection fees be established as <br />follows: <br /> <br /> Single-Family: $735.00 <br /> Multiple: 550.00 <br /> Mobile Homes: 420.00 <br /> <br />Councilman Pearson urged the Council to increase these amounts even high- <br />er in order to build a cash reserve for the time when the city will need <br />new sewer capacity, whether it be that a new plant is built by the City, <br />or by V.C.S.D. or Zone No. 7. He suggested that the City define what <br />it wants to accomplish and set the fees accordingly. <br /> <br />Mayor Reid stated that he felt that any action other than what is pro- <br />posed by the City Manager should be delayed at this time because of <br />pending litigation involving the City and V.C.S.D. <br /> <br />Councilman Pearson still objected by stating that the 200 building per- <br />mits granted these next two months will depreciate our fund just that <br />much more and emphasized that there can be no realistic sewer connection <br />fee unless it is related to costs. <br /> <br />Councilman Kinney agreed that there should be an evaluation of that fee <br />but felt it was irrational to take this kind of action tonight. <br /> <br />Councilman Mori indicated that he felt that the Council should take <br />an agressive .positive attitude but should wait until adequate data is <br />available in order to make an intelligent decision. <br /> <br />After further discussion on this entire matter, it was moved by Council- <br />man Mori and seconded by Councilman Kinney that Ordinance No. 661, in- <br />creasing the sewer connection fee as recommended by the City Manager in <br />his report of April 28, 1972, be adopted on an urgency basis. <br /> <br />Councilman Pearson moved to amend ~e Ordinance to decrease the sewer <br />service fee to $3.00 per month. <br /> <br />There being no second to Councilman Pearson's amendment, Mayor Reid <br />called for the vote on Ordinance No. 661. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> 4. 5-1-72 <br /> <br /> <br />
