Review of Task Force Report Re: Growth Rate Limitation <br /> <br />Re.port Re: Suggested Growth Rate Limitation for the area .tributary to <br />the Sunol Boulevard Treatment Plant <br /> <br />Mr. Edgar stated that the Policy on Restricted Growth and the Task Force <br />Report regarding Growth Rate Limitation are to be used as background <br />information on the Suggested Growth Rate Limitation for the area tribu- <br />tary to the Sunol Treatment Plant. <br /> <br />Mr. Jim Walker presented charts which are propotbelly, to serve as an admin- <br />istrative mechanism to be applied. for building and sewer connection per- <br />mits which would be issued upon the lifting of 'the. cease and desist order <br />imposed upon the City of Pleasanton by the Regional 7~ater Quality Control <br />Board. <br /> <br />Mr. Edgar recommended that the Restricted Growth Policy be adopted as an <br />attempt to forestall a possible rush for building permits when the sewer <br />ban is lifted. Mr. Edgar stated that the permits allocated under the <br />restricted growth policy will be divided among the local developers on a <br />percentage basis looking to the number of improved lots each developer <br />owns and emphasized that construction of single fami].%., residents by in- <br />dividuals and commercial and industrial development will be exempt from <br />the policy. <br /> <br />Councilman Pearson stated that he would not favor this policy because he <br />felt that adding sewage to the plant might load it to the point where it <br />would not function properly again unless additional money was spent on the <br />plant. <br /> <br />Herman Trudner of Mission Park Development Company, complained that no <br />notice of the 300-unit limit was given to developers of multiples and <br />asked that the policy be tabled. <br /> <br />Denise Thibault, Mission Park Developer, charged that no consideration <br />has been given to tile amount of time 'a person has held the property and <br />the amount of taxes that have"been paid on it. <br /> <br />Councilman Mori indicated that he felt there was an excessive ratio be- <br />tween the number of single family and multiple permits allocated under <br />the system. <br /> <br />Mr. Edgar explained that the single family and multiple units were being <br />treated in the same manner. <br /> <br />Mayor Reid stated that he felt the staff has proposed a logical and ration- <br />al plan which can be monitored and reviewed. <br /> <br />After some additional discussion on this entire policy, it was moved by <br />Councilman Kinney and seconded by Councilman Herlihy that Resolution No. <br />72-61, approving the administrative mechanism described in the report <br />to the City Manager by the Task Force, dated April 24, 1972,-'be adopted. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilmen Herlihy, Kinney, Mori and Mayor Reid <br />NOES: Councilman Pearson <br />ABSENT: None <br /> <br /> 5. 4-24-72 <br /> <br /> <br />
