Mayor Reid recessed the meeting at 10:30 <br /> <br />Mayor Reid reconvened the meeting at 10:40 P.?4. <br /> <br />Report re: I Proposed Increase in Sewer Related Charges and Fees <br /> <br />~4r. Edgar explained that V~C.S.D. had raised their fees and felt that the <br />city should increase its fees accordingly. <br /> <br />Mr. Jim ~alker reviewed the report, dated April 24, 1972, regarding the <br />increase in charges for the Sewer Service Charge, the Sewer Connection <br />Fee and the Sewer Connection Surcharge. ~4r. ~l~alker gave a detailed acc- <br />ount of the breakdown of these increased and the tol~ai financial effect <br />upon the city. <br /> <br />Mr. Edgar said an lncrease in the sewer service charge to $3.00 per month <br />would cover operating costs but the additional 50¢ ~ould allow the city <br />to build up a $60,000 to $70,000 fund which ~her~ added ~ith surpluses <br />from the connection charge and the surcharge, would allo~.x the city to <br />float a revenue bond for selvage expansion in 1976~ Ile further explained <br />to the council that the total phase-out of the Suno! Treatment Plant <br />would cost an estimated $5.2 million by the 1975-7G fiscal year and <br />with the increases he ~as recommending, there ~goult~ be $1.7 million in <br />the phase-out fund by that time. He also reporte<~ theft t~e excess gen- <br />erated by the three increases ~zould allow enough cash to float a $3.5 <br />million revenue bond ~jhich would not affect the ~:ax rate or subtract <br />from the city's bonding capacity. <br /> <br />~iayor Reid objected to the extra $100 connection fee because he didn't <br />think it was in keeping to raise fees to that extent until the city knows <br />what course of action it is going to take. <br /> <br />Councilman Mori stated that he was concerned with the equity and added <br />that it seemed to him a considerable amount of the excess burden is placed <br />on the new residents.. lie suggested a possible increase in the connection <br />fee to $700 instead of $735 and a corresponding increase in the sewer <br />service charge. <br /> <br />After further discussion, it was moved by Councilman Pearson that the <br />increases in sewer related charges and fees as reconLmended by the City <br />Manager, be approved. <br /> <br />Councilman Pearson's motion received no second. <br /> <br />Additional discussion regarding the fees ensued, <br /> <br />It was moved by ~4ayor Reid and seconded by Councilman tterlihy that Ord- <br />inance No. 659, increasing the Sewer Service Charge to S3~150 per month, <br />the Sewer Connection Fee to $635.00 and the Sewer Connection Surcharge <br />to $125.00, be introducecl. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Review of Bids and Award of Contract for the development of Val Vista <br />Park, Phase I <br /> <br />~r. Campbell recommended that the contract be awarded to the low bidder <br />Fiske and Quatman, Incorporated, in the amount of $14,304.00~ <br /> <br />It was moved by Council. man Kinney and seconded by Councilman Herlihy that <br />Resolution No. 72-62, a;~arding the contract for the development of Val <br /> <br /> 6. 4-24-72 <br /> <br /> <br />
