Mr, William Alexander, Architect, presented drawings of the project, and <br /> stated the design was a culmination of many ideas and design of many people in <br /> Pleasanton/~ <br /> <br /> Mrl Kenneth Levy, Attorney representing the sponsor of the project, told <br /> the Council the total fees for the project when the feasibility study was under- <br /> zaken in 1970 amounted to $69,430.00° He traced the steady increase of those <br /> iees, which include sewer, water, park dedication and the recently approved <br /> bedzoom tax, over the last two years, and stated the project now faces fees in <br /> the amount of $220,000.00~ That figure renders the project economically un- <br /> <br />._ feasible because of fixed expenses imposed by the Department of Housing and <br /> Urban Development for such low and moderate income projects~ Mr, Levy re- <br /> quested the Council to grant some relief in the fees down to approximately <br /> $104,000~00 in order to provide this housing project and without removing the <br /> amenlties/ <br /> <br /> Mr~ Julian Fltzhugh, Program Manager for Bay Area HUD projects, stated that <br /> HUD is interested in creating sound housing environment, and is behind the <br /> Pleasanton Greens project but at this point cannot approve the application <br /> based on the $220,000~00 total levy~ <br /> <br /> Mayo~ Reid asked the staff to indicate the information needed to present <br /> a report to the City Council regarding waiving the fees on this project. <br /> <br /> Mro Edgar stated a letter from Pleasanton Greens would be required stating <br /> the specific nature of their request, substantiated by detailed information <br /> justifying the request for fee reduction. He further stated the City staff <br /> should have comments and recommendations from the Pleasanton Housing Authority <br /> regarding this project~ <br /> <br /> Mr~ Brian Little, Vice President of Bankers Mortgage Company, stated his <br /> company is prepared to lend three million dollars to Pleasanton Greens, and <br /> complimented the team that put this project together. <br /> <br /> Kenneth Levy, Attorney, questioned the Housing Authority input regarding <br />._ this project~ <br /> <br /> Mrl/Bernie Gerton, Realtor and former Councilman, stated the criteria for <br /> a decision is the need for this type of housing, bearing in mind the precedent <br /> that might be set in reduction of fees for these kinds of projects in the future. <br /> He further stated that people who will be going into Pleasanton Greens couldn't <br /> a~ford to go into any buildings put up by private developers in Pleasanton. <br /> <br /> Mrs.. William Alexander, Architect, stated he had reduced his fees in connec- <br /> tion with this project. <br /> <br /> Mr~ Dean Hansen, Contractor, of Building Block Modules, the company which <br /> will. build the project, told the Council that his firm usually allows 8% for <br /> overhead and profit but for this project that figure is less than 5% because <br /> they feel it is a good and deserving project° <br /> <br /> Mr!~ William Alexander, Architect, presented cost comparisons and fees in- <br /> volved, stating the costs had been cut as low as possible. <br /> <br /> Mr. Russell Calkins, representing Pleasanton Greens, summarized the need <br /> for moderate income housing in Pleasanton, stating that Pleasanton Greens can <br /> ~upply a portion of that need~ He further stated that the large attendance <br /> In the audience tonight support this project, seeking only to serve Pleasanton <br /> in this unique way° <br /> <br />-- Mayor Reid commended the Pleasanton Greens people on their testimony. <br /> <br /> Mr John Bowling, Pleasanton Housing Authority, commented on this project, <br /> stating the problem was not one of statutory limitations but rather how the <br /> project would relate to other privately developed projects in the City if, in <br /> fac[~ the project were built from private funds. <br /> <br /> 4. i2/i8/72 <br /> <br /> <br />
