Mr~ Lee Amaral, Attorney representing E1 Rancho Motel, stated the owners
<br /> ~f this property had tried rezoning the land since 1968. After the property
<br /> was annexed to the Cit~ it was considered a non-conforming use. He further
<br /> s~a~ed that in its present status it has made upgrading of the property im-
<br /> practicai~

<br /> Mr~ Victor Lund, Jro, member of the Chamber of Commerce and the Downtown
<br /> Development Committee, read a letter from the Chamber of Commerce, dated
<br /> 1.2-12-72, reaffirming the position it has held for the past ten years of being
<br /> opposed tc the reclassification in the status of the properties frontlug on
<br /> Santa Rita Road, and stating these properties should not be allowed to have a
<br /> zoning classification that would allow business services offices or financial
<br /> institutions as a permitted or conditional use. The Chamber feels that the
<br /> historical use of these parcels; lumber yard, household supplies and motel,
<br /> could be continued and even expanded for the community's benefit.

<br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that
<br /> ~he public hearing on this matter be closed.

<br /> Councilman Kinney stated he felt the Planning Commission recommendation for
<br /> rezoning seemed ~o be consistent, and not in conflict with the downtown area.

<br /> Mayor Reid stated in reviewing some of the actions that have transpired
<br /> relative to this property, he had some prejudices to these properties because
<br /> he was opposed to any commercial whatsoever in these areas. He further stated
<br /> it is a flagrant violation of the General Plan and would create a mixed up
<br /> land use problem, with strip zoning along side a vacant area proposed for
<br /> single-family developmen~ Mayor Reid urged the Council to concl~e this
<br /> Santa Rita Road problem now so there could be no add ons in the f'~e.

<br /> Councilman Pearson stated he felt the zoning on the Western Sierra property
<br />was not the best but was already there, however, to include the zoning of the
<br />motel p~operty really determines the rest of the ground, and the rest is lost.
<br />
<br /> It was moved by Mayor Reid, and seconded by Councilman Pearson that the
<br />parcels in question, because of their nature in that further public hearings
<br />will ~ollow, be determined that no Environmental Impact Statement will be
<br />~equired~

<br />~ a~]I of the A parcels were one parcel~
