this matter immediately. <br /> <br /> Mrs. Jager also spoke regarding preservation of the trees on <br />Hopyard in connection with the application of the First National Bank, <br />strongl.V disapproving their removal. <br /> <br />AppliCation of First National Bank of Pleasanton for the removal of <br />certain trees at the northeast corner of Valley and Hopy"ard in order <br />tO permit the construction of a Drive-thru Branch Office ........ <br /> Mayor Reid .declared the public hearing open. <br /> <br /> Mr. Edgar presented the staff report, and stated the problem <br />of tree removal should be analyzed in relationship to other pending <br />projects. <br /> <br /> Mr. Castro reviewed the application and displayed a map showing <br />the precise location of the trees to be removed. <br /> <br /> Mr. Campbell reviewed two other pending projects in the area; <br />(1) the City's proposal having to do with the proposed bridge over <br />the Pleasanton Canal at Hopyard Road, and (2) the portion of the <br />final map related to the Mackay subdivision along Hopyard Road. <br /> <br /> Mr. Patton, Director of Parks and Recreation, summarized his <br />extensive report on Trees, which is currently being reviewed by the <br />various Boards and Commissions. The report details the condition of <br />trees throughout the City. In this regard, Mr. Patton spoke specific- <br />ally about the trees at Hopyard Road and Valley Avenue, stating one <br />tree was completely dead and the rest were in poor condition and a <br />hazard to anyone in the area. Mr. Patton presented a portion of <br />one tree as evidence of its deteriorated condition, and recommended <br />removal of the 8 trees at the corner and 4 trees on the bank. <br /> <br /> Mr. Edgar commented on the comprehensive tree report, stating <br />the staff would like the City Council to instruct the Community <br />Concerns Committee to review the report in order to properly inform. <br />the residents of the City regarding the tree program and recommenda- <br />tions. <br /> <br /> He further stated the Council should take whatever action deemed <br />necessary regarding the First National Bank application, and give <br />guidance to the staff on how to proceed with this project. <br /> <br /> Mr. Jack Bras, architect representing the First National Bank, <br />reviewed how this parcel was created, and displayed a drawing of the <br />proposed branch bank and landscaping, stating it complied with all <br />the requirements of the City ordinances. <br /> <br /> Mr. Warren Harding, President of the First National Bank, spoke <br />regarding the replacement of the trees, and urged favorable consid- <br />eration of this application. <br /> <br /> Mr. Campbell outlined the tree program over recent years, and <br />stated the rapid deterioration of trees in the last two years has <br />made it necessary to change the tree program because it is impossible <br />to keep up with the increasing rate of dead and dying trees. <br /> <br /> Mrs. Jager commented that it does not seem right to her to take <br />down old .trees and replace them with new trees. <br /> <br /> -5- 12/11/72 <br /> <br /> <br />
