Mr. Edgar stated the question before the Council at this time <br /> is to decide if an Environmental Impact Statement Should be required <br /> regarding this project. <br /> <br /> Mayor Reid stated it would be in order for the Council to decide <br /> which alternative they would follow regarding Environmental Impact <br /> Statements. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney <br /> that it is the intention of the City Council to determine whether or <br /> not Environmental Impact Statements will be required on an application- <br /> by-application basis during the period of the State moratorium, con- <br /> sistent with the guidelines which the City has established as revised <br /> interim guidelines. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br /> NOES: None <br /> ABSENT: None <br /> <br /> It was moved by Councilman Mori, and seconded by Mayor Reid, to <br /> approve final map, Tract 3187, H. C. Elliott Homes, subsequent to an <br /> Environmental Impact Statement. <br /> <br /> Mr. Edgar stated the Environmental Impact Statement would have <br /> to be considered separately from the approval of the final map. <br /> <br /> Councilman Mori ~ithdrew his motion, and Mayor Reid withdrew <br /> his second to the motion. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman <br />Pearson, that the staff be instructed to advise H. C.
