MINUTES of THE MEETING of THE CITY COUNCIL December 11, 1972 CALL TO ORDER - PLEDGE TO THE FLAG Mayor Robert Reid called the Regular Meeting of the City Council to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. ROLL CALL Deputy City Clerk Doris George called the roll which is recorded as follows: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Re,d were present. Mr. Edgar, City Manager, Mr. Hirst, City Attorney, M~, Campbell, Director of Public Works, Mr. Castro, Director of CommUnity Development were present. AGENDA AMENDMENTS Mayor Reid requested that item b. under the Consent Calen~az be heard as a separate item. CONSENT CALENDAR It was moved by Councilman Herlihy and seconded by Councilman Kinney that the following items listed on the Consent Calendar, be app rove d: a. Approval of City Council Minutes for December 4, 1972, and for the month of August, 1972. b. Adoption of Resolution No. 72-208, for Acceptance of work per- formed and authorizing Progress Payment No. 3 to Willjams Bros, Construction Co., Inc., Hopyard Road at Black AVenue Widening, Project 72-3, in the amount of $7,483.50. The roll call vote was as follows: AYES: "C~U~C'~'i'men H'e'~li'h'y, Kinney, Mori, Pearson and Mayor Reid NOES: None ABSENT: None Approval of Final Map, Tract 3187, H. C. Elliott Homes Mr. Edgar presented the staff report regarding this matter, stating this is a routine action in approving the final map, since the tentative map has previously been approved. Mr. Hirst stated that the Legislature last week adopted AB-889, which provides, among other things, a moratorium regarding the imp- lementation of the Environmental Impact Act. This moratorium runs from the effective date upon which the Governor signed for 120 dams thereafter, and in the period of time the designated State agency is to provide guidelines for use throughout the State. Mr. Hirst further stated there are three alternatives the City can take,. as follows: 1. Wait for the State guidelines. 2. Leave in effect the guidelines already established by the City, 3. During the moratorium period, apply the guidelines established by the City on an application-by-application basis. Mr. Castro displayed a map of Tract 3187. Discussion ensued regarding street patterns, and land use to the east of this development.
