MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> December 11, 1972 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Reid called the Regular Meeting of the City <br /> Council to order at 8:00 P.M., and then led the Pledge of Allegiance <br /> to the flag. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded <br />as follows: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Re,d <br />were present. Mr. Edgar, City Manager, Mr. Hirst, City Attorney, M~, <br />Campbell, Director of Public Works, Mr. Castro, Director of CommUnity <br />Development were present. <br /> <br /> AGENDA AMENDMENTS <br /> Mayor Reid requested that item b. under the Consent Calen~az be <br /> heard as a separate item. <br /> <br /> CONSENT CALENDAR <br /> It was moved by Councilman Herlihy and seconded by Councilman <br />Kinney that the following items listed on the Consent Calendar, be <br />app rove d: <br /> <br /> a. Approval of City Council Minutes for December 4, 1972, and for <br /> the month of August, 1972. <br /> <br />b. Adoption of Resolution No. 72-208, for Acceptance of work per- <br /> formed and authorizing Progress Payment No. 3 to Willjams Bros, <br /> Construction Co., Inc., Hopyard Road at Black AVenue Widening, <br /> Project 72-3, in the amount of $7,483.50. <br /> <br />The roll call vote was as follows: <br />AYES: "C~U~C'~'i'men H'e'~li'h'y, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Approval of Final Map, Tract 3187, H. C. Elliott Homes <br /> Mr. Edgar presented the staff report regarding this matter, <br />stating this is a routine action in approving the final map, since <br />the tentative map has previously been approved. <br /> <br /> Mr. Hirst stated that the Legislature last week adopted AB-889, <br />which provides, among other things, a moratorium regarding the imp- <br />lementation of the Environmental Impact Act. This moratorium runs <br />from the effective date upon which the Governor signed for 120 dams <br />thereafter, and in the period of time the designated State agency <br />is to provide guidelines for use throughout the State. Mr. Hirst <br />further stated there are three alternatives the City can take,. as <br />follows: <br />1. Wait for the State guidelines. <br />2. Leave in effect the guidelines already established by the City, <br />3. During the moratorium period, apply the guidelines established <br /> by the City on an application-by-application basis. <br /> <br /> Mr. Castro displayed a map of Tract 3187. <br /> <br /> Discussion ensued regarding street patterns, and land use to the <br />east of this development. <br /> <br /> <br />
