Instruct the Park and Recreation Commission to develop specific <br /> charges for each of the Special Interest Sub-Committee Organi- <br /> zations for approval by the Park and Recreation Commission and <br /> the City Council at a later date. <br /> <br /> 3. With reference to interviewing and selecting people to serve <br /> on these Special Interest Sub-Committee Organizations, the <br /> Council asked that this be deferred until such time as the <br /> charges for each Organization were approved. Following approval <br /> of these charges it would be the City Council's intention to <br /> permit the Park and Recreation Commission to interview and <br /> select, subject to the Council's confirmation, persons who would <br /> serve on the Special Interest Sub-Committees. <br />The roll call vote was as follows: <br />AYES: Councilmen Kinney, ~?~ori, 'Pearson and Mayor Reid <br />NOES: None <br />ABSENT: Councilman Herlihy <br /> <br />REPORTS OF THE CITY MANAGER <br />Report of the Director of Public Works, Re: Revisions to the Traffic' <br />Islands at the 'Signalized Intersections to Permit Easier Pedestri'an and <br />B..i~cie Access <br /> This matter was continued to the meeting of November 20 in order <br />that Councilman Herlihy would be present for this report. <br /> <br />Matters for the Information of the Council <br />1. Mr. Edgar presented a letter from Harlon H. Zodtner, Chairman, Water <br />Committee, Zone 7, regarding surplus capacity. <br /> <br />2. Mr. Edgar presented a letter from James L. Scott, Principal, Alisal <br />School, expressing appreciation to the City for the new traffic signals <br />at Santa Rita and Black Avenue. <br /> <br />3. Mr. Edgar presented a letter from the Secretary of Resources Agency <br />of California accepting our interim open space plan. <br /> <br />4. Mr. Edgar presented a coloring book that Art Monaco, Sewage Treat- <br />ment Plant ~anager, had made up giving general information regarding <br />the Sewage Treatment Plant° <br /> <br /> The City Council commended Mr. Monaco for his efforts in this regard. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br />COt4MUN I CAT I ON S <br /> There were no communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Mayor Reid reported on the ABAG General Assembly Meeting on November <br />10, 1972, regarding the Regional Growth Policy. Mayor Reid reported that <br />since a quorum was lost in the Cities' House of the General Assembly, <br />there was some doubt as to the legality of the vote that was taken. In <br />this regard, flayor Reid asked that the staff secure a copy of the resolu- <br />tion as soon as it was available and ascertain from the ABAG staff whether <br />or not the adopted resolution had any validity. <br /> <br />MATTERS INITIATED BY COUNCIL ~'~EMBERS <br /> Councilman Kinney stated that it is becoming more apparent that there <br />is an increase in the number of bicycles without adequate lighting on the <br />streets at night. The City Council requested that the Traffic Committee <br />develop an educational program consisting of either presentations that <br />could be made at the schools, or pamphlets that could be distributed to <br />the school children, regarding the problem of not having proper lights <br />on bicycles for those who travel at night. <br /> <br /> -4- 11/13/72 <br /> <br /> <br />
