This would allow <br /> funds for minor operating expenses, with any major items of <br /> expenses still being approved by the City Council. <br /> <br /> Mr. Hogan stated there were other minor revisions in the proposed <br />By-Laws. <br /> <br /> Mr. Hogan introduced the members of the Community Concerns Committee <br />as follows: Birdie Bianchi, Dr. Guy C. Clark, Philip Cooper, Anna Mar- <br />tinsen, Sharon McKinnon, ~4arilyn Niepoth, Richard Pearson and Dave Shep- <br />herd. <br /> <br /> Mayor Reid commended the Community Concerns Committee for their <br />recommendations regarding their charges of their duties. <br /> <br /> Mr. Bill Amis, former member of the Community Concerns Committee, <br />spoke on behalf of the Committee, suggesting the group could be more <br />effective as a commission and stating there could be better communications <br />with the citizens of the community if the Committee was changed to a <br />commiss ion. <br /> <br />2. Social Service Needs of Low-Income Pleasanton Residents <br /> Mrs. Sharon McKinnon, Chairman of this Sub-Committee, reported <br />that a survey had been taken of low-income people in Pleasanton. This <br />survey was funded and conducted by SACEOA,and consisted mainly of resi- <br />dents of Komondorski Village. The survey revealed the major needs of <br />low-income families was: transportation; better medical services; <br />adult recreation; youth recreation; pre-school recreation; better <br />security; day-care center; nursery school, and teen age employment. <br /> <br />3. Solid Waste DispoSal <br /> Dave Shepherd, Chairman of this Sub-Committee, presented the <br /> report of the Community Concerns Committee regarding this matter. As <br /> a result of a survey of available methods of solid waste disposal, the <br /> following ~.~ere the only two solutions: (1) community recycl~'~ng system, <br /> and (2) Kaiser Land Fill. The recycling system was expensive. Mr. <br /> Shepherd encouraged the city to look ahead to solving the solid waste <br /> disposal problems. <br /> <br /> Mayor Reid commended Mr. Shepherd and his Sub-Committee on this <br />excellent report regarding Solid Waste Disposal. <br /> <br /> Councilman Kinney commended all the members of the Community <br />Concerns Committee for their efforts and contribution to the community. <br /> <br /> Mayor Reid scheduled a study session between the City Council and <br />the Community Concerns Committee at 7:00 p.m., November 20, for further <br />discussion of the above reports. <br /> <br /> Report of the Park and Recreation Commission, Re: Establishment of <br /> Sub-Committee for Cultural Arts <br /> Gary Patton, Dir~'C'~o~ of ~arks and Recreation, presented the <br /> report of the Park and Recreation Commission regarding this matter. <br /> <br /> After discussion, it was noved by Councilman Pearson, and seconded <br /> by Councilman Kinney, that the following action regarding the estab- <br /> lishment of Cultural Arts SUb-Committees be taken: <br /> 1. The City Council approve, in concept, the proposal to establish <br /> a series of Special Interest Sub-Committee Organizations which <br /> would report directly to the Park and Recreation Commission, <br /> and through them to the City Council, for the purpose of devel- <br /> oping specific programs in the various areas related to Fine <br /> Arts. <br /> <br /> -3- 11/13/72 <br /> <br /> <br />
