It was moved by Councilman Kinney, and seconded by Councilman Pearson, that <br />Resolution No. 72-180, endorsing the Ridgelands National Urban Park Concept in <br />principle and urging the other respective agencies to take similar action, be <br />approved. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney and Pearson <br />NOES: None <br />ABSENT: Councilman Mori and Mayor Reid <br /> <br />Presentation by Traffic Committee~ Re: Tra~.fic Safety. Prq~ra~ <br /> Mr. Edgar presented the final report of the Traffic Committee on the Bicycle <br />and Pedestrian Safety Program. <br /> Mr. Campbell stated that the City was involved in four different safety pro- <br />grams, as follows: <br /> <br /> 1. Alameda County Traffic Record System <br /> 2. Alameda County Traffic Recording and Inventory System <br /> 3. Traffic Engineering Practices in Small Municipalities <br /> 4. Bicycle and Pedestrian Safety Program <br /> <br /> Mr. Ken Lamb, Project Director of the Bicycle and Pedestrian Safety Program, <br />elaborated on the project, stating the most critical need of the program was to <br />reach the children, and the main thrust of the project was how to allocate the <br />limited resources to the best use. He further stated the final detailed report <br />should be studied and reviewed again in a City Council study session with the <br />Traffic Committee~ <br /> <br /> Mr. Bill Borg, representing the School District, affirmed the School District's <br />approval of the Safety Program. He read a letter from Dr. Williams, of the Murray <br />School District, emmendin~ ~e City on the program and the improved relations between <br />the school children and the Police Department. <br /> <br /> Officers Billy Ya~es and Gary Lewis, of the Police Department, gave a vidio <br />tape presentation that was presented to the schools. It included a talking bicycle, <br />crosswalk safety program, fire safety, automobile safety, and Stop, Look and Listen <br />Program. The vidio tape equipment was received in the Federal Grant, making this <br />type of safety program possible. <br /> <br /> Police Chief Walter McCloud elaborated on the effectiveness of the vidio tape <br />equipment in the school safety programs. He also stated that the program has re- <br />ceived commendation from all over the nation, and commended the Public Works De- <br />partment as well as Officers Billy Yates and Gary Lewis, and Captain Nelson, on <br />their outstanding efforts in implementing and completing this traffic safety <br />program. <br /> <br /> Mr. Ken Lamb commended the Officer Traffic Safety Agency on their excellent <br />cooperation and assistance in setting up the program. <br /> <br /> Councilman Kinney commended all those who took part in the outstanding study. <br /> <br /> Councilman Pearson commended the Police Department for their part of this <br />program, stating his children had a much better relationship with the Police <br />Department because of this project. <br /> <br /> Councilman Herlihy added his congratulations for the outstanding traffic <br />safety program and especially to Officers Yates and Lewis. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report Re: SACEOAA~reement <br /> Mr. Edgar stated that the proposed agreement between the sev~ cities in South <br />County, plus Alameda, would have to be implemented in the event we are forced to <br />take over the poverty program in South County, but at this time no action is re- <br />quired. <br /> <br /> 2. 10/24/72 <br /> <br /> <br />
