Report of the City Manager, Re: Lease of Library <br /> Mr. Edgar presented his report regarding the proposed lease with the County <br /> of Alameda for the relocation of the Library on a temporary basis to Amador Park, <br /> and stating that finding no significant impact on environment, an Environmental <br /> Impact Statement would not be required. <br /> It was moved by Councilman Pearson, and seconded by Councilman Kinney, that <br /> Resolution No. 72-181, upon finding no significant impact on environment, approv- <br /> ing and authorizing the appropriate City officials to execute the lease agreement <br /> with the County of Alameda for the relocation of the Library on a temporary basis <br /> at Amador Park, be approved, <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney and Pearson <br /> NOES: None <br /> ABSENT: Councilman Mori and Mayor Reid <br /> <br /> Matters for the Information of the Council <br /> Mr. Edgar presented Zone 7 minutes, and the Community Concerns Committee <br /> agenda and minutes. <br /> <br /> REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney at this meeting. <br /> <br /> COMMUNICATIONS <br /> There were no communications presented at this meeting. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council committee reports presented at this meeting. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> There were no matters initiated by Council members at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Joseph Madden, 3851 Vineyard Avenue, property owner directly adjacent to <br />the proposed Pleasanton Greens housing development, appealed to the City Council <br />to review the application in depth because of the impending environmental impact <br />statement requirements and numerous press releases that should be investigated <br />and clearly understood. Mr. Madden stated he had mixed feelings about the pro- <br />ject now and in the last ten days had become vitally concerned about the project <br />although he did not oppose it originally. He told the Council they should con- <br />sider the Supreme Court ruling requiring an Environmental Impact Statement on <br />public and private projects, articles concerning the construction and management <br />of the proposed project, legal ramifications if approval is forthcoming, and the <br />approximate 40 conditions which the Director of Community Development has im- <br />posed. He further stated that the switch in sewer allotments to allow 131 sewer <br />connections for the proposed units was questionable. Mr. Madden stated his in- <br />tention to make a formal appeal to the City Council in order to initiate a new <br />study of the controversial proposal. <br /> <br />ADJOURNMENT <br /> There being no further business at 9:50 P.M., it was moved by Councilman <br />Herlihy and seconded by Councilman Kinney, that the meeting be adjourned to <br />meet again in Adjourned Regular Session at 7:00 P.M., on October 25, 1972. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney and Pearson <br />NOES: None <br />ABSENT: Councilman Mori and Mayor Reid <br /> <br />Respectfully Submitted, <br /> <br />WILLIAM H.
