Application of the Plannin~ Co~mmission~ Re; P~;~p=~sad Or~ti~a~ze of the Ctt7 of <br /> Pleasanton amendin~ Chapter 2 of Title Ii of the Ordinance Code of the City .of <br /> Pleasanton b7 the addition thereto of Article 13o5 ?roviding for an RMR (Multi- <br /> Famil7 Residential OverlaT) District and for regulations and requirements with <br /> respect thereto <br /> Mr. Edgar presented the staff report, stating t'he need for control regarding <br /> multi-family dwelling units~ He recommended the proposed RMR ordinanceI~bedis- <br /> missed from the agenda, and initiate a study a~ the Planning Commission level <br /> regarding control of multi-family residential development~ ~ <br /> Mr. Hirst stated that the proposed ordinance under cc. nsideration does not <br /> provide the necessary regulations, and requested authorization to draft another <br /> proposed ordinance to achieve a solution. <br /> It was moved by Councilman Pearson, and seconded by Councilmmnltertihy~i~hat <br /> the proposed ordinance of the City of Pleasanton amending Chapte~ ~ ~f~itle~ii <br /> of the Ordinance Code of the City of Pleasanton by the addition thereto of <br /> Article 13.5 providing for an RMR (Multi-Family Residential Overlay) District <br /> and for regulations and requirements with respect thereto, be dismissed from <br /> the agenda, and the staff authorized to proceed with another mechanism to <br /> achieve solution for control of Multi-Family Residenzial development. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br /> NOES: None <br /> ABSENT: None <br /> <br /> SPECIAL REPORTS <br /> Presentation by Pleasanton Garbage Service~ Re: Transfer Station <br /> Mr~ Joe Schwab, Attorney, representing Pleasanton Garbage Service, presented <br /> a progress report regarding the transfer station. He stated that when the deci- <br /> sion is made on the Kaiser Radum Plant by the California Regional Water Quality <br /> Control Board, Pleasanton Garbage Service will be in a better position to re- <br /> submit application for this project. They plan to proceed as originally <br /> announced to the City Council. <br /> <br />Presentation b~ Zone 7~ Re: Revenue Bond Measure =! ~. <br /> Mr. Paul Lanferman, representing Zone 7, presented a report and chart regard- <br />ing the hardness of water° He stated that Zone 7 water, blended with ground water, <br />would improve the water hardness from the present 345 parts per..million to 155 <br />parts per million~ He requested support by the City Council for~a Revenue Bond <br />Measure to complete Project 2. -~ <br /> Mr. Harlan Zodtner, Zone 7 Director, spoke on behalf of the Measure, stating <br />that water quality is the first consideration in the west end of the Valley, and <br />he felt the water users should pay for it, not the taxpayers. He further stated <br />the plan was sound, and the Revenue Bond supported by a financially sound group. <br /> Mr. John Long, Zone 7 Director, also commented on the Measure, stating this <br />is the first ballot measure whereby growth will pay for itself, it will be paid <br />by connection fees from new homes. <br /> Victor Bailey, 4565 Black Avenue, posed several questions regarding cost, <br />better performance, other water sources, double piping system, etc. <br /> Mayor Reid read a proposed resolution of the City o~ Pleasanton, supporting <br />Revenue Bond Measure E on the November Ballot, and stating that it is the in- <br />tention of the City of Pleasanton to purchase as much treated water as can be <br />provided by Zone No. 7 within the economic limitations o£ the City, and also <br />to obtain such additional treated water at reduced negotiated water rates in <br />return for a decrease in the Ci[y's established ~ndependent Quota. <br /> Mayor Reid commended the Zone 7 Directors and staf~ on their efforts in <br />coming up with a solution to the water problem in the Valley° <br /> Councilman Pearson requested that the formal endorsement be postponed for <br />three weeks until the City and Zone 7 should agree on the financial details. <br /> It was moved by Mayor Reid, and seconded by Councilman Kinney, that Resolu- <br />tion No. 72-161, supporting Revenue Bond Measure E on the November 7, 1972, <br />General Election Ballot, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mozi, Pearsen and Mayer Reid <br />NOES: None <br />ABSENT: None <br /> 4. 9/25/72 <br /> <br /> <br />
