REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br /> COMMUNICATIONS <br /> There were no communications presented at this meeting. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee reports presented at this meeting. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilman Mori stated his concern regarding the agenda procedure of not <br /> allowing citizens to be heard, and suggested that item 14 be moved to item 6 <br /> in order that the public could speak before discussion of any item on the <br /> agenda~ <br /> Mayor Reid requested a review of the City Council agenda process at the <br />next Council meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Tom Boyles, 4082 Suffolk Way, spoke regarding the reorganization of the <br />City Clerk's office, stating he questioned the value and cost to the taxpayer <br />of this action, and requested reconsideration of this matter, and suggested it <br />be an elective position. <br /> <br /> Mrs. Robert Moore, 3548 Glacier Court South, spoke in regard to the re- <br />organization of the City Clerk's office, stating that due to the growth of the <br />City, this position was more demanding than ever, and was a direct representa- <br />tive of the City Council. Mrs. Moore urged the City Council to rescind their <br />decision regarding the City Manager's proposal. <br /> <br /> Mr. Ted Lannin, 5372 Ridgevale Road, spoke regarding the reorganization of <br />the City Clerk's office, stating the public had not been fully informed regard- <br />ing this matter, and he felt it should be an elective position. <br /> <br /> Mr. John B. Long, 3231 Vineyard Avenue, spoke regarding the reorganization <br />of the City Clerk's office, stating that he was a member of the Council at the <br />time the City Clerk's position was made an appointed one. He further stated <br />the City Clerk serves the City Council and should not be a part of other City <br />functions, and recommended the City Council to reconsider this matter. <br /> <br /> Mr, Michael K. Hemp, 2291 Segundo Court, #2, spoke in regard to the re- <br />organization of the City Clerk's office, stating that the City Clerk's posi- <br />tion should be an independent function and not merged with the City Manager's <br />office, and urged reconsideration of this matter. <br /> <br /> Mr~ Francis B. Headley, 1640 Orchard Way, spoke regarding the reorganiza- <br />tion of the City Clerk's office, stating the position should remain independent <br />from staff functions in order to reduce the possibility of coersion between the <br />City Clerk and City staff, and because of the importance of the preparation of <br />election ballots. <br /> <br /> Mayor Reid explained the background of the City Clerk's function and the <br />basis for the City Council's decision regarding this matter, st~t~ng that for <br />a more efficient and economical process, this position should be an adminis- <br />trative function under the City Manager. <br /> <br /> It was moved by Councilman Pearson that the position of City Clerk be <br />placed on the next General Ballot to make it an elective position. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mr~ Hirst presented a written statement in defense of his office regarding <br />this matter, and stated he welcomed an investigation regarding the accusations <br />made against him. <br /> <br /> 5. 8/21/72 <br /> <br /> <br />
