Mro Critchfield stated that Officer Davidson of the California Highway Patrol <br /> had been present on these test runs but was not allowed to testify at this meeting <br /> unless supeoned, however, his general feeling was that this road was dangerous for <br /> truck traffic. <br /> <br /> Mr. Clare Hay, Safety Manager for Kaiser Sand and Gravel, stated that on <br /> Vallecitos Road it was impossible for a truck driver to negotiate turns without <br /> crossing the center lines, the road is sub-standard by today's measurements, <br /> " and there is great hazard of serious accidents resulting from increased truck <br /> traffic on this route° <br /> <br /> Mr. Bob Crocen, President of the Construction and Building Materials Union, <br /> Local 291, reported that the truck drivers ask him to convey their fears of this <br /> road and that it was a very dangerous road. <br /> <br /> Mr. Boris Lakusta, Attorney representing the four gravel companies, stated the <br /> proposed ordinance now before the City Council leaves only the Vallecitos Road as <br /> an alternate route for the industries~ He further stated the gravel companies <br /> must have a more reasonable alternative, and suggested the use of First Street and <br /> Sunol Blvd. <br /> <br /> Mr. Russell Pearson, of Russell Pearson Associates, Traffic Engineers, stated <br /> his firm had been engaged to study truck routes, and that after study in all <br /> phases and aspects, especially accident records and traffic density, the First <br /> Street-Sunol Blvd. is a much safer and better route for truck traffic as compared <br /> to Vallecitos Road. <br /> <br /> Mr. Lakusta urged the City Council to consider the safety aspect of First Street <br /> as compared to Vallecitos Road when making their decision in adopting an ordinance <br /> regulating truck traffic. <br /> <br /> Mr. Cecil Van Till, Woodward, Lungtin Associates, stated that in regard to the <br />-_ question of structural adequacy of First Street, tests were taken by his company <br /> of the sub-grade soils, which reveal that this street is adequate for unlimited <br /> traffic for a long period of time. <br /> <br /> Mr. Lakusta emphasized that studies revealed that First Street was safer than <br /> Vallecitos Road. <br /> <br /> Mr. Roy Ashworth, Rhodes and Jamieson, spoke on the availability of E1 Charro <br /> Road, stating that it is a private road of Rhodes and Jamieson, that it was <br /> narrow, and that public use was forbidden by the Railroad Company, therefore, <br /> it could not be used for truck traffic route. <br /> <br /> Mro Critchfield stated that Ed Cole of the Public Utilities Commission had <br /> inspected E1 Charro Road but could not be at this meeting because of a death in <br /> the family. <br /> <br /> Mr. David Marshund, of Graham and James, read excerpts of a letter from Mr. <br /> Ed Cole, PUC, stating that to up-grade E1 Charro Road for increased traffic, <br /> the PUC would require that the City or the companies pay for the upgrading of <br /> a new crossing, in order to allow public traffic, and that this would be costly. <br /> <br /> E1 Charro Road was discussed as a possible alternate route but studies are <br /> not complete on it at this time. <br /> <br /> Mr. Lakusta asked the various gravel companies to report on the Economic <br />-- Impact to them if First Street were closed to truck traffic. <br /> <br /> Mr. Bill Downing, Kaiser Sand and Gravel Company, stated the effect upon <br /> their southern traffic would be a very severe setback. <br /> <br /> Mr. Jack Bravo, of California Rock and Gravel, commented that if the pro- <br /> posed ordinance is put into effect the Economic Empact would reduce employee <br /> hours and wages as well as raise the cost of operation. <br /> <br /> Mr. Roy Ashworth, of Rhodes and Jamieson, stated his company would be the <br /> least effected in this regard since only 2% of their truck traffic traveled <br /> through Pleasanton. <br /> <br /> 3o 7/17/72 <br /> <br /> <br />
