Mro Jack Cedarblade, Executive Secretary of Aggregates and Concretes of North- <br /> ern California, stated that all members were dependent on trucks and urged un- <br /> ~mpeded access from the various plants through Pleasanton~ <br /> <br /> Mr. Peter Mueller, East Bay Manager of the Association of General Contractors <br /> of California, reported that general contractor users of gravel products were very <br /> concerned about their source of supply and urged direct and economic routes from <br /> these quarries, &ny other ruling would be a detriment to their industry° <br /> <br /> Mr. Gray Minor, Lone Star Industries, stated the only alternative route is <br />Vallecitos Road, and that if this road is used for all truck traffic, there will <br />be much criticism because of the increased traffic, hazardous conditions, and <br />that it would not be economical for the industries, and urged the use of First <br />Street as a truck route. <br /> <br /> Mr. Lakusta stated this concluded the presentation by the gravel industries <br />of their problems and solutions, and urged an alternate ordinance for the use of <br />First Street-Sunol Blvd. for truck traffic, be considered. <br /> <br />Richard Yackley Award <br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that <br />Resolution No. 72-122, commending Richard Yackley for his activities on the Youth <br />Sports Park, be adopted, <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mort, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Reid presented this Resolution of Commendation to Mr. Richard Yackley, <br />and extended congratulations on behalf of the City Council and the entire com- <br />munity for the efforts of Mr. Yackley in his unselfish service to the City, and <br />declared July 28, 1972, as "Richard Yackley Day". <br /> <br /> Mayor Reid recessed the meeting to an Executive Session at 10:00 P.M., to <br />discuss =he legal ramifications of the truck route ordinance. <br /> <br /> Mayor Reid reconvened the meeting at 10:25 P.M. <br /> <br /> Continuing the matter of the truck route proposed ordinance, Mr. Campbell <br />presented staff reports regardin8 safety factors, economic impact, traffic <br />volume, and other related matters. <br /> <br /> Mr. Edgar stated there had been no rebuttal to the City's basic argument of <br />economic impact of excessive usage of the City streets by gravel companies which <br />presents a tremendous economic liability on the City. <br /> <br /> Mro Hirst elaborated on his report regarding clarifying language and stated <br />that the ordinance, as revised, is legally defenstble~ <br /> <br /> Mr. Edgar stated that no ob~ection had been received regarding Santa Rita <br />Road being closed to truck traffic. He further recommended the introduction of <br />an alternate ordinance, allowing truck traffic on Stanley Blvd.-First Street- <br />Sunol Blvd., with the following conditions: <br /> <br />1. Santa Rita Road would no longer be used by truck traffic. <br />2.Two traffic signals would be provided by the gravel companies <br /> to be installed on First Street at strategic locations. <br />3oSmall portions of First Street and Sunol Boulevard would be <br /> repaired and widened in spots by the gravel companies now. <br />4. During the time that First Street is used by the gravel com- <br /> panies, it would be maintained and repaired by the gravel <br /> companies as determined by the Director of Public Works and <br /> approved by the City Council. <br />5. Gravel companies would be expected to present quarterly reports <br /> of traffic volume and annual projections of traffic volume for <br /> cht City's review regarding the Stanley Boulevard-First Street- <br /> Sunol Boulevard route. <br /> <br /> 4. 7/i7/72 <br /> <br /> <br />
