After discussion, it was moved by Councilman Pearson and seconded by Councilman
Kinney, that the following action be taken with regard to cable T.V.:

1. Tele-Vue Systems, Inc., be instructed to correct problems regarding
service as soon as possible~
2o Resolve the cost for the extra outlet~
3o A CATV Committee be established to review problems and complaints.

The roll call vote was as follows:
AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid
NOES: None
ABSENT: None

MATTERS CONTINUED FOR DECISION
Appeal of Cummings & ~.o.~ from an adverse decision of the Planning Commission~ in
~enyin~ a Franklin Savings and Loan time and temperature sign
Mr. Edgar stated this particular matter was continued from June 26th because of
a tie vote on the City Council on uhis matter, the Mayor being absent at that meeting.

Mr. Castro displayed drawings of the sign in question, stating this sign display
is a traditional one, and acceptable to the downtown characteric.

Councilman Mori stated that after discussion with many citizens of the community,
he felt this sign should be allowed.

Councilman Herlihy stated that after weighing the evidence of the testimony
presented, the sign was not in keeping with the sign ordinance, since it provided
a public service only, not advertising for the company.

It was moved by Councilman Herlthy, and seconded by Councilman Pearson, to
support the decision of the Planning Commission in denying a Franklin Savings and
Loan time and temperature sign.
The roll call vote was as follows:
AYES: Councilmen Herlihy, Pearson and Mayor Reid
NOES: Councilmen Kinney and Mori
ABSENT: None

Waive readin~ of Ordinance No.....6~7~ an ordinance amending C~apter V Of Title V
of the Ordinance Code of the City. of Pleasanton relating to truck routes by the
deletion thereof and the additipp of a n~ C~apter V relating to the regulation
of the use of City Streets by trucks

Adoption of Ordinance No. 667
Mr. Edgar stated this matter was postponed from the meeting of June 26th, in
order to allow the representatives of the gravel industry to make their presen-
tation to the City Council.

Mr. Burke Critchfteld, Attorney representing the four gravel companies,
presented their report which sets ~r~heir position on this matter. He further
stated the industries felt it was unfair to terminate truck traffic on City
s~reets.

Mr. Gray Minor, Special Consultant for Lone Star Industries, stated that as
a member of the Sand and Gravel Committee, he felt the gravel companies had co-
operated in working with the people of the Valley. A Sub-Committee has been
established to look into the matter of alternate routes to getting truck traffic
off of City streets~ but felt this was not feasible, and urged continued use of
City streets.

Mr. Critchfield stated that the only alternative route outside of Pleasanton
was Vallecitos Road, and that two test runs had been made on this road. He re-
quested several people to comment on these test runs, as follows:

Mro Ray Spooner, Safety Supervisor for Lone Star Industries, cited the fol-
lowing disadvantages to Vallecitos Road, after the two test runs: unable to
turn onto the road within the middle line marker; top speed of trucks 15 MPH
at grades, therefore, would back up traffic; if truck had breakdown there is
no place to park off road, thereby creating a very dangerous traffic hazard;
the two lane road is not adequate for truck traffic, since there is no passing
lanes.

2. 7/17/72
