The City be paid in addfElon to the amount to be raised by the current <br /> tax rate of 44¢ the total amount available in the cash balance in <br /> reserve for the service a~eas. <br /> <br /> 2~ A tax rate limitation election be scheduled that is sufficiently <br /> high to allow proper ~lexibility of the annual rate and to reim- <br /> burse the City for the underassessment for 1973-74~ <br /> <br /> 3.The County and the City discuss annexation of zhe service areas to <br /> the City of Pleasanton. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Kinney, to accept <br />the recommendations of the County Administrator regarding Fire Protection in the <br />County Fire Service Areas. <br />The roll call vote was as Eollows: <br />AYES: Councilmen Herlihy, Kinney, and Mayor Pearson <br />NOES: None <br />ABSENT: Councilmen Mori and Reid <br /> <br />Report of the Cit~ Mana~er~ Re: Sewer Service Charge. Increase <br /> Mr. Edgar presented the staff report regarding this ma~ter, stating that the <br />increase is proposed because of an increase in fees by V.C~SoD., effective August <br />1, 1973, and that the City Council had to determine whether or not to retain the <br />50¢ reserve ~or phase out o£ the Sunol Boulevard Sewage Treatment Plant, and if <br />there should be any distinction in rates for the two areas in the City; those <br />already served by V.C~S~D., and those served by the City~ <br /> <br /> Mr. Walker elaborated on the report, listing various alternatives in which <br />the sewer service charge could be increased. <br /> <br /> Councilman Kinney requested £urther study of this matter in order to determine <br />exactly where the money received by V~C.S.D. would be spent. <br /> <br /> After discussion, Mayor Pearson declared this item continued to the meeting of <br />July 16th for further study and attendance of a full Council~ <br /> <br />Report of the AssistantCij_ Ma~}~e~ Re: Private Sewage Disposal policies (Septiq. <br />Tank and Holdin8 Tank) <br /> Mayor Pearson opened ~he meeting to members of the audience who wished to speak <br />regarding this matter. <br /> <br /> Mark E. Andersen, 1586 Foothill Road, stated he disagreed with the septic tank <br />policy regarding minimum acreage and distance between each septic tank. He quoted <br />a letter from Norman Paul, Registered Sanitarian for Alameda County, to Mr. Castro <br />regarding soil percolation tests performed at 1584 Foothill Road and found satis- <br />factory and suitable to support a septic tank and leachfield system.
