SPECiAL REPORTS <br /> Bill Greene's Report on S~32~ .Re: The National Science ppiicy and Priorities Act <br /> 'Mayor P"earson explained that this report '~r~posed setting aside money to be used <br />for research in Science~ <br /> <br /> It was moved by Mayoz Pearson, and seconded by Councilman Kinney, to support <br />Bill Greeters Report on S.32, regarding The National Science Policy and Priorities <br />Act. <br />The roll call vote was as i~iilows: <br />AYES: Councilmen Herlthy, Kinney, and Mayor Peazson <br />NOES: None <br />ABSENT: Councilmen Mozi and Reid <br /> <br />Report Re: Comprehensive General Plan ProSram and Preparation of the Development <br />Program <br /> <br />1. Final Conditions Re: Termination of Consultant Contract <br /> Mr. Edgar stated that the Termination Contract had been signed by Mr. John Blay- <br />hey for the firm of Livingston and Blayney, in the amount of $38,720.75, representing <br />full and complete satisfaction of the obligations of the City under terms of the con- <br />tract and acknowledging no further financial claim upon the City° <br /> <br /> It was ~oved by Councilman Herlihy, and seconded by Councilman Kinney, approving <br />termination of the Contract with Livingston and Blayney, Planning Consultants, <br />effective June 25, 1973, with no further work being performed. <br />The roll call vote was as follows: <br />AYES: Councilmen Herllhy, Kinney, and Mayor Peacson <br />NOES: None <br />ABSENT: Councilmen Mori and Reid <br /> <br /> Councilman Kinney emphasized that the City did receive a good report from the <br />Consultant and Pleasanton is the only city in the County as far along in the State <br />Mandated elements. He stated it is without prejudice that we accep~ the resigna- <br />tion of Livingston and Blayney in this matter. <br /> <br />2. Staff Work Pro~ram~ Re: Preparation of Development Program and Central Business <br /> District Plan <br /> Mr. Castro explained the work program regarding this matter, stating that the <br />timetable for the Central Business District is on schedule and the Consumer Survey <br />should be completed by August 8th. He sta~ed the staff would then begin to prepare <br />the preliminary Central Business District Plan. <br /> <br /> With regard to the General Plan, Mr. Castro stated his office had been gathering <br />information from the State Office of Planning, the Council on Intergovernmental Re- <br />lations, and other agencies as well as other cities, for preliminary guidelines on <br />the Elements. After review of all the pertinent data, the Planning Department will <br />begin to prepare a preliminary map which will encompass the general goals of the <br />City, the elements and holding capacity, and ultimate land use plan. Mr. Castro <br />stated he felt that an Economic study should be prepared and his office did not have <br />the expertise to do this type of survey. He further stated he has contacted several <br />Economics Consultants in the area and estimated a study of this kind would cost <br />approximately $20,000~00, depending on how much information was desired. Mro Castro <br />stated he could see no conflict in his DepaEtment preparing the Elements study and <br />an outside firm doing the Economics analysis~ <br /> <br /> Councilman Kinney consented that he was not comfortable with spending $20,000.00 <br />for an Economics ~easibility study, and something less should be considered. <br /> <br /> Mayo~ Pearson stated that he was not totally in favor of consultant studies and <br />suggested the Council discuss a policy decision in regard to this matter. He fur- <br />ther stated that other alternatives should be considered and a study session <br />scheduled between the Planning Commission and General Plan Review Committee to <br />discuss solutions with the Council. <br /> <br /> Councilman HeIlihy questioned what the tax base would have to be without in- <br />dustry to provide expanded services. <br /> <br /> 2. 6/25/73 <br /> <br /> <br />
