Endorsement of a Proposed Personnel Reduction Plan <br /> It was moved by Coupcilman Reid, and seconded by Councilman Herlihy, that <br /> Resolution No~ 73-98, approving the proposed Personnel Reduction Plan as set <br /> forth in the City Manager's Budget Memorandum and implemented under the follow- <br /> ing procedures: <br /> <br /> a~ Employees to be laid off shall receive approximately thirty <br /> (30) calendar days written notice, said written notice shall <br /> set forth the reasons for the layoff; <br /> <br /> The names of the employees shall be placed on a re-employment <br /> list c. onsistent with the policies set forth in the Personnel <br /> Manual; <br /> <br /> co Employees laid off shall receive severance pay equal to two <br /> months salary based upon the date the employee is terminated; <br /> <br /> do No person employed by the City for less than one year will <br /> receive severance pay since they will not have completed <br /> probation; <br /> <br /> e=. Employees laid off and subsequently rehired from the re- <br /> employment list shall not be eligible for additional <br /> severance pay in the event that they are laid off again; <br /> <br /> f. Employees receiving the appropriate thirty (30) day layoff <br /> notice but resign prior to the effective day of the layoff <br /> shall receive the severance pay but will not be compensated <br /> for the remaining payroll time permitted under the layoff <br /> notice; <br /> <br />be adoptedl~ <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />Approval of the 1973-74 Budget <br /> Mayor Pearson requested that the maintenance problem be discussed first. <br /> <br /> Councilman Mori proposed transferring the 5¢ Recreation Tax from Capital <br />Improvements to a Maintenance Reserve to be used by Field Services to augment <br />the maintenance program of the City~ <br /> <br /> Councilman Herlihy stated that this 5¢ was adopted last year for the develop- <br />ment of parks and should be used for that purpose, and the additional money re- <br />ceived from increased Assessed Valuation used for maintenance programs. <br /> <br /> Councilman Kinney commented that the 5¢ was specified for park development for <br />one year only, and that we must allow for flexibility in these tight times, using <br />available money where it is most needed. <br /> <br /> Councilman Reid questioned the undetermined cost of the maintenance program, <br />and stated his concern regarding the availability of necessary money for phase <br />out of the Sewe~' Plant if and when that time comes. <br /> <br /> Mayor' Pearson expressed his concern regarding lack of maintenance, and he also <br />desired to have the possibility of using teenagers during the Summer for City <br />clean-u~ considered. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that $.05 <br />of the $i~63 shall be earmarked for field maintenance and shall be in addition to <br />the Maintenance Reserve already included in the Budget, and instruct the City <br />Manager to pr'epare a detailed program as to how the total reserve will be used <br />and report back to the City Council at an early date. <br /> <br /> 4o 6/4/73 <br /> <br /> <br />
