It was moved by Councilman Mori, and seconded by Councilman Kinney, that <br />Resolution No.~ 73-96, approving endorsement of the Reorganization Plan as set <br />forth in the City Manager's Budget Message, including the implementation of <br />the following actions: <br /> <br /> ao Creation of the position of Assistant City Manager/Director <br /> o£ Public Works as a combination of the existing positions, <br /> to work in the City Manager's office and under the City <br /> Manager's direction; <br /> <br /> Creation of two positions of Assistant to the City Manager, <br /> which have pzincipal sta£f responsibilities and which are <br /> reflections of the duties and responsibilities of the exist- <br /> ing positions of Finance Officer and Administrative Assistant; <br /> <br /> c. Creation of a new Department of Public Works Field Services <br /> which includes the existing divisions of Park Maintenance, <br /> Street Maintenance, Water Distribution, Sewer Treatment, <br /> Sanitary Sewers, and Government Buildings; <br /> <br /> do Creation of the position of Recreation Superintendent, to be <br /> responsible for the new Department of Recreation, and to <br /> authorize the gradual phasing out of the position of Director <br /> of Farks and Recreation; and <br /> <br />that the City Manager be instructed to report to the City Council on the progress <br />of the reorganization on a quarterly basis, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Kinney, Mori, and Mayor Pearson <br />NOES: Councilmen Herlihy and Reid <br />ABSENT: None <br /> <br />Revision of the City's Personnel Manual <br /> It was moved by Councilman Kinney, and seconded by Councilman Mori, that <br />Resolution No~; 73-97, approving the revisions to the City's Personnel Manual <br />as set forth in the City Manager's Budget Memorandum, which includes the fol- <br />lowing specific actions: <br /> <br /> Revision of the Personnel Committee selection procedure to <br /> guarantee each employees' group one representative on the <br /> Corm~ittee; <br /> <br /> Inclusion of those revisions to the Personnel Manual which <br /> are resolutions of changes which have been made over the last <br /> few years as a result of negotiations of employee groups; <br /> <br /> Determination that eligibility for an employee's initial merit <br /> increase will await the completion of the twelve (12) month <br /> probationary period within the City; <br /> <br /> d. Deletion of the fifteen (15) day requirement regarding the <br /> publication of job announcements; <br /> <br /> e.Inclusion of the proposed definition of a grievance within <br /> the Grievance procedure; <br /> <br /> f.A rodefining of the Management positions which are set forth <br /> in the Budget Memorandum; and <br /> <br />authorizing the City Attorney to prepare the appropriate resolutions and/or ordi- <br />nances implementing these changes, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> 3. 6/4/73 <br /> <br /> <br />
