Mrs~ Sandra Schie!, 4109 Fairlands Drive, stated she felt the City Council <br /> has an obligation to the homeowners to maintain the landscaped areas approved by <br /> previous Councils, including weeding, plant replacement, watering and pruning, <br /> and that this should have first priority in the Budget° <br /> <br /> Mr. Donald Rush, 3573 Dickens Court, stated his concern regarding the need <br /> for bicycle trails in the City because of the dangerous situation which now <br /> exists for the large number of bicycle riders, and also that Police protection <br /> was not adequate and urged additional Police personnel be included in the Budget. <br /> <br /> Mrs~ Barbara Rush, 3573 Dickens Court, commented that City maintenance had <br /> been let go, old trees are not taken care of, streets are not properly maintained, <br /> bicycle trails are needed, and that money should be allocated for these items, <br /> and suggested that young people be hired to do some of the maintenance work dur- <br /> ing the Summer~ <br /> <br /> Mr. Jerry Do Murphy, 3594 Dickens Court, expressed concern regarding the <br /> lack of maintenance along Tassajara Road to which his property abutts. He <br /> stated that he was not opposed to sports parks but since the Youth Sports Park <br /> only accommodated boys up to the age of 14 years old, other areas of community <br /> service should have priority. He further stated that trucks were using Tassa- <br /> jara Road and that the truck route ordinance should be properly enforced. <br /> <br /> Mrs. Harriet Stephens, 5072 Woodthrush Road, spoke regarding Woodthrush Park <br /> and the pending agreement between the City and residents relative to maintenance <br /> of the Park, and assuring the City Council of their intention to do anything <br /> possible in order that this Park may be developed. <br /> <br /> Mr. Ted Bogardus, 4491 Sandalwood Drive, addressed the Council stating that <br />he felt City maintenance should have priority over the Youth Sports Park and <br />Bike Trails° He further stated the Youth Sports Park was discriminatory since <br />only certain age youth were allowed to use it. He spoke in favor of Bike Trails <br />since all ages of people could take advantage of this System. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that the <br />public hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> It was the consensus of the Council to consider the proposed Reorganization, <br />the amendments to the Personnel Rules, and the proposed Personnel Reduction Plan <br />prior to discussion of the Budget. <br /> <br />Endorsement of the Reorganization Plan <br /> Councilman Reid stated his concern with regard to how well the reorganization <br />fits with the goals and objectives of the City, and felt it was not the answer <br />to the needs of the City since it was designed to meet the present situation <br />rather than the long-range goals. <br /> <br /> Councilman Mori commented that he felt the reorganization was designed to <br />allow the City Manager to better carry out the mission of the City and the on- <br />going programs, and was a solution to the problems in the City. <br /> <br /> Councilman Kinney stated this is casting a vote of confidence in the City <br />Manager and he felt it is a wise proposal and one that will work for the best <br />interests of the City~ <br /> <br /> Councilman Herlihy stated he felt the Reorganization Plan was a step back- <br />wards and would only be an interim solution, and that more emphasis should be <br />placed en external affairs - Regional, State, and Federal~ <br /> <br /> 2. 6/4/73 <br /> <br /> <br />
