It was moved by Councilman Herlihy, and seconded by Councilman Reid, that <br /> Resolution Noo 73-91, approving Co-Sponsorship of the Pleasanton Model Rocket <br /> Club at the Youth Sports Park with conditions as set forth in Park and Recrea- <br /> tion Resolution No. 73-18 and the inclusion of a hold-harmless clause, be <br /> adopted, <br /> The roll ~all vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Report~ Re: County Fire Services Contract <br /> Mr~ Edgar presented the staff report regarding this matter, stating that <br /> Alameda County contracts with the City for fire protection services for four <br /> County Service areas near the City: Remen Tract; Castlewood; Happy Valley; <br /> and Stanley Boulevard. The County pays to the City the equivalent amount of <br /> money that would be raised by applying that portion of the City tax rate re- <br /> quired for operation of the fire department for the previous year's budget <br /> to the assessed value of the property to be covered by the agreement. This <br /> method is used to compute the amount charged the County so that the County <br /> areas would pay approximately the same amount for fire protection provided <br /> by the City Fire Department as City property owners must pay. Due to the <br /> passage of SB 90 the County cannot continue to pay the amount required under <br /> the agreement unless an election is held to allow an increase in the tax rate <br /> of 06.6 cents~ <br /> <br /> Mr. Edgar stated that the staff recommends that the City Council authorize <br /> the staff to notify the County that the City would not provide fire protection <br /> services to the County areas included in the contract at a cost less than is <br /> required for' Pleasanton property owners to pay for the same service. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Mori, that the <br />staff be instructed to notify the County that the City will not provide fire <br />protection services to County areas included in the contract at a cost less <br />than what the normal computation would establish. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mayor Pearson declared this item be heard now becuase of the time. <br /> <br /> Mr. Amos Tingle, 1984 Paseo del Cajon, addressed the City Council regarding <br />a recent incident at the Red Gable involving himself and Mr. A. Bethune, in <br />which they felt they were discriminated against by the Police Department. Mr. <br />Tingle posed five questions to the Council as follows: (1) If our civil rights <br />were not violated, why were we asked to show identification, (2) why did the <br />police fill out cards on us, (3) whey were we asked to leave, (4) why were we <br />denied the opportunity to state our position in this matter, and (5) if the <br />Police were acting in good faith why weren't the other 50 people in the bar <br />not placed in the degrading position that I was. <br /> <br /> Mayor Pearson thanked Mr. Tingle for his comments and assured him that <br />every effort will be made to bring this matter to a satisfactory resolution. <br /> <br /> Mayor Pearson recessed the meeting at 9:45 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 9:55 P.M. <br /> <br />MEETING OPEN TO THE PUBLIC (Contd.) <br /> Mr. Hal Lobmann, 1939 Greenwood Road, addressed the City Council concerning <br />a meeting of the Metropolitan Transportation Committee on May 30th, at Laney <br />College in Oakland, regarding the widening of Highway 580 between Dublin and <br />Castro Valley, and urged the City Council to reaffirm their support of this <br />freeway widening. Mayor Pearson instructed the staff to write a letter of <br />affizmation regarding this matter and have a representative at this meeting. <br /> <br /> 5. 5/21/73 <br /> <br /> <br />
