Councilman Heriihy inquired as to the hiking and riding trail that Dr. Long <br /> was supposed tc donate to the City for public use~ Mr. Campbell stated he would <br /> have to check into this matter. <br /> <br /> Councilman Kinney asked if the reason that septic tanks were not allowed was <br /> because o~a health standpoin~ Mr{; Campbell replied that too many would cause <br /> a problem, however, this one would not but perhaps a limit on the number of septic <br /> tanks allowed should be established° <br /> <br /> Councilman Reid stated that because of the change of conditions in which the <br /> City finds itself, the Council should review its policy regarding septic tanks. <br /> <br /> Councilman Mo~i concurred. <br /> <br /> Councilman Kinney moved that the request of Dr. Howard Long for a septic tank <br /> on 50~ acres above Foothill Road, be approvedo <br /> <br /> The motion died for lack of a second~ <br /> <br /> Drl Long stated that since it was not possible for sewer service connection <br /> on this property at the present time, he felt his request for a septic tank should <br /> be approved~ <br /> <br /> Mayor Pearson requested that the Sewer Committee meet with the City staff to <br /> draft a preliminary policy regarding septic tanks and report back to the Council <br /> for appropriate action~ <br /> <br /> Councilman Reid requested that the application of Dr. Long for septic tank <br />approval be continued until such time as a policy has been established. Mayor <br />Pearson declared this item continued~ <br /> <br /> Presentation of Proposed 1973-74 Budget <br /> Mr. Edgar presented the proposed 1973-74 Budget to the City Council and ex- <br />plained the various sections of the document{l Mr. Walker elaborated further on <br />how the Budget has been put together° <br /> <br /> Mayor Pearson instructed the staff to schedule study session for City Council <br />Budget review° <br /> <br />Matters for the information of the Council <br /> Mr. Edgar presented a letter from the Veteran's Day Commission regarding an <br /> appropriation, which was referred to the Budget~ <br /> <br /> Mr. Edgar presenned a letter from Wilbur Co Christnor, regarding his resigna- <br /> tion from the Board of Appeals. <br /> <br />3. Mr. Edgar presented a letter from the Chamber of Commerce, urging Planning <br /> Commission reconsideration regarding the Kaiser Dump. <br /> <br /> Mro Edgar presented a pamphlet from BASSA, regarding Clean Water. <br /> <br />5. Mr. Edgar presented f~rther information regarding the Mayors' and Council- <br /> men's Legislative Conference in Sacramento on May 14-16. <br /> <br />6~ Mayo~ Pearson presented a letter from Mayor Reading of Oakland regarding <br /> funding levels for the Manpower Area Planning Council for the coming year, <br /> to which he will respond in concurrence° <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> Mr~ Scheidig presented a letter for Mayor' Pearson's signature to Assemblyman <br />Jack R~ Fenton, regarding AB 512 (Deddeh) urging opposition to this Bill regard- <br />ing removal of ~he one-year limitation presently existing in the law on the pay- <br />ment of full salary in lieu of temporary disability payments to policemen and <br />firemen who suffer service-connected disabilities, because of the greater in- <br />equities which wou!C be created by this legislation~ <br /> <br /> The Council concurred, and Mayor' Pearson signed the letter. <br /> <br /> 4o 5/7/73 <br /> <br /> <br />
